1 Section 29: CRUISING AND SOLICITING PROHIBITED <br /> 2 It is unlawful for any driver to solicit, by word or signal , patronage <br /> 3 for any for-hire vehicle on any public street or public place other than <br /> 4 that designated or assigned as a taxicab stand; no driver of a taxicab shall <br /> 5 cruise the streets from place to place at random, without a fixed <br /> 6 destination, soliciting employment. However, if a patron requests service <br /> 7 at or returning from a fixed destination, the taxicab driver may provide <br /> 8 service in accordance with all traffic ordinances of the City of Everett. <br /> 9 Section 30: LOADING AND DISCHARGING PASSENGERS <br /> 10 Drivers of for-hire vehicles shall not receive or discharge passengers <br /> 11 in the roadway, but shall pull up to the right-hand sidewalk as nearly as <br /> 12 possible or in the absence of a sidewalk, to the extreme right-hand side of <br /> 13 the road and there receive or discharge passengers, except upon one-way <br /> 14 streets where passengers may be discharged at either the right or left-hand <br /> 15 sidewalk, or the side of the roadway in the absence of a sidewalk. <br /> 16 It is unlawful for any driver to permit any person to alight from any <br /> 17 vehicle while it is in motion, or to be discharged other than is specified <br /> 18 herein. <br /> 19 Section 31 : SERVICE REQUIREMENTS <br /> 20 All persons engaged in the taxicab business in the City operating under <br /> 21 the provisions of this ordinance shall render an overall service to the <br /> 22 public. The holder of a for-hire vehicle business license for taxicabs <br /> 23 shall maintain a place of business within the Everett city limits or <br /> 24 maintain an answering/dispatch service and keep the same open for <br /> 25 twenty-four (24) hours a day for the purpose of receiving calls and <br /> 26 dispatching vehicles. They shall answer all calls received by them for <br /> 27 services inside the corporate limits of the City as soon as they can do so <br /> 28 and if said services cannot be rendered within a reasonable time, they shall <br /> 29 then notify the prospective passengers how long it will be before the said <br /> 30 call can be answered and give the reason therefor. <br /> 31 Section 32: ESTABLISHMENT AND USE OF TAXICAB STANDS <br /> 32 The City Council may, by resolution upon the recommendation of the <br /> 19 <br />
