1 City's traffic engineer establish taxicab stands within the city. The areas <br /> 2 so established by the City Council as taxicab stands shall be identified, <br /> 3 and the hours and times said areas may be occupied by taxicabs shall be <br /> 4 specified in the resolution establishing such areas. All taxicab stands <br /> 5 will be used on a rotation basis. Each taxicab shall have available a <br /> 6 separate operator. Taxicabs found unattended at taxistands, or operating <br /> 7 without a vaild Taxicab License may be impounded. <br /> 8 It is unlawful for any driver to leave a vehicle unattended for more <br /> 9 than ten minutes at a taxicab stand. It is unlawful to use a taxi stand for <br /> 10 purposes other than to await the carriage of passengers for hire. <br /> 11 Section 33: ADVERTISING REGULATIONS <br /> 12 It is lawful for any person owning or operating a vehicle for-hire to <br /> 13 permit advertising matter to be affixed to or installed on such vehicle; <br /> 14 provided, that advertising on the exterior of any vehicle for hire shall be <br /> 15 limited to a trunk and/or sides without obstructing the driver' s vision or <br /> 16 interfering with required letters or roof reader board in accordance with <br /> 17 rules established by the City's Weights and Measures Director. The Chief of <br /> 18 Police may also require additional regulations relating to advertising as he <br /> 19 deems necessary to insure the safe operation of vehicles for hire. <br /> 20 Section 34: CITY NON-LIABILITY <br /> 21 A. It is expressly the purpose of this ordinance to provide for and <br /> 22 promote the health, safety and welfare of the general public, and not <br /> to create or otherwise establish or designate any particular class or <br /> 23 group of persons who will or should be especially protected or <br /> benefited by the terms of this ordinance. <br /> 24 B. It is the specific intent of this ordinance that no provision nor term <br /> 25 used in this ordinance is intended to impose any duty whatsoever upon <br /> the City or any of its officers or employees, for whom the <br /> 26 implementation or enforcement of this ordinance shall be discretionary <br /> and not mandatory. <br /> 27 C. Nothing contained in this ordinance is intended to be nor shall be <br /> 28 construed to create or form the basis for any liability on the part of <br /> the city, or its officers, employees or agents, for any injury or <br /> 29 damage resulting from the failure to comply with the provisions of this <br /> ordinance, or by reason or in consequence of any inspection, notice, <br /> 30 order, certificate, permission or approval authorized or issued or done <br /> in connection with the implementation or enforcement of this ordinance, <br /> 31 or by reason of any action or inaction on the part of the City related <br /> in any manner to the enforcement of this ordinance by its officers, <br /> 32 employees or agents. <br /> 20 <br />
