1 B. It is unlawful for any person to drive or operate a taxi-cab or <br /> for-hire vehicle in the City of Everett unless there is a valid <br /> 2 for-hire vehicle business license issued by the City covering said <br /> vehicle. <br /> 3 <br /> C. It is unlawful for any person to drive or operate a taxicab or for-hire <br /> 4 vehicle in the City of Everett without first having obtained a valid <br /> license to do so, which license shall be known as a for-hire driver's <br /> 5 license. The license shall be obtained in the following manner: the <br /> applicant shall file an application on a form furnished by the City <br /> 6 Clerk which shall be signed and sworn to by the applicant and shall <br /> contain: the applicant's full name, place of residence at the time of <br /> 7 application and for a period of two years prior thereto, age, race, <br /> height, color of eyes and hair, place of birth, whether a citizen or <br /> 8 noncitizen, last place of employment, whether she/he has been convicted <br /> of a felony, misdemeanor or bail forfeiture related to the ability and <br /> 9 fitness of the applicant to engage in the operation of a for-hire <br /> vehicle, whether she/he has been previously licensed as a driver or <br /> 10 chaufeur and if so, when and where, whether such license has ever been <br /> suspended or revoked and for what cause and such other information the <br /> 11 City Clerk may require which she/he deems reasonably necessary to aid <br /> in the enforcement of this ordinance. Said application shall be filed <br /> 12 with the City as a permanent record and shall contain the names of four <br /> persons, not relatives, who have known the applicant for at least two <br /> 13 years past. <br /> 14 Section 13: DRIVER'S LICENSE - QUALIFICATIONS <br /> 15 A. A for-hire driver's license will be denied unless the applicant <br /> possesses the following qualifications: <br /> 16 <br /> 1 . Must be at least eighteen years of age; <br /> 17 <br /> 2. Must possess a valid state of Washington motor vehicle operator's <br /> 18 license; <br /> 19 3. Be able to read, speak, and write the English language; <br /> 20 4. Must be free from any infirmity of the body or mind which would <br /> render the applicant unfit for safe operation of a motor vehicle, <br /> 21 must not be found to be addicted to the use of intoxicating <br /> liquor, dangerous drugs or narcotics within two years of the date <br /> 22 of application, and shall have submitted to a medical examination <br /> at the applicant' s expense by a licensed physician and filed with <br /> 23 the City Clerk a certificate from said physician certifying his <br /> fitness as a for-hire driver. Such examination shall be required <br /> 24 at least every four (4) years but not for renewals of such <br /> license; provided however, the City Clerk may at any time at <br /> 25 her/his discretion require any licensee to be so examined and to <br /> secure such a certificate or renewal thereof; Any applicant who <br /> 26 fails to pass a satisfactory medical examination may be <br /> re-examined after thirty days from the date of original <br /> 27 examination, and if following such re-examination the certificate <br /> herein required is issued, the applicant may be licensed in <br /> 28 accordance with the provisions of this ordinance provided all <br /> other requirements are met; <br /> 29 <br /> 5. Not have been convicted or forfeited bail to any of the following <br /> 30 when it involves crimes pertaining to controlled substances, <br /> alcohol , prostitution, gambling, physical violence, or crimes <br /> 31 directly related to the applicant's honesty and integrity (such <br /> 32 <br /> 9 <br />
