In the event that federal permits and associated ESA consultation are <br /> required, this document will be updated for consultation with the Services. <br /> PROJECT LOCATION <br /> Project Area <br /> The District's Holly Drive Lift Station is located at 10705 Holly Drive in a residential <br /> area near the southern extent of the Everett city limits (Parcel 00552300401401). The lift <br /> station is located immediately adjacent to the headwaters of Swamp Creek and the <br /> proposed work will occur within the 100-foot stream buffer for this stream established by <br /> EMC 19.37.170. It should be noted that the WDFW Salmonscape Database indicates that <br /> salmonids do not utilize habitat in Swamp Creek above Lake Stickney approximately <br /> 2 miles downstream of the project area, which could be grounds for a reduced stream <br /> buffer (50 feet) at the lift station site. <br /> Project Setting <br /> The Holly Drive Lift Station is located on a 0.2-acre parcel with a paved parking area <br /> covering most of the site within the fence line. Juniper bushes planted around the <br /> building, and holly and rhododendrons planted beyond the pavement and inside the <br /> perimeter fencing, comprise the vegetation on the site. A driveway provides access from <br /> Holly Drive from the north along the east side of the site. The areas to the north and east <br /> are occupied by single-family residences and arborvitae hedges are present along the <br /> outside of the northerly and easterly fence lines, providing a buffer between the lift <br /> station and residential yards. Swamp Creek headwaters are located approximately 20 feet <br /> to the west of the lift station fence line and a narrow band of largely native riparian <br /> vegetation(Douglas fir, alder, cottonwood, salmonberry, etc.) lines the stream; <br /> non-native plants present include Himalayan blackberry, bamboo, and holly. The <br /> building is located approximately 30 feet north from the fence line and about 50 feet from <br /> the current edge of Swamp Creek, which was about 6 inches below the Ordinary High <br /> Water Mark(OHWM) during the site visit. Shallow floodwaters from this stream have <br /> been known to cover the western portion of the paved area surrounding the building in <br /> recent years. The new wet well will be installed in this area, which will necessitate either <br /> filling the area, or constructing a berm or floodwall to protect the proposed below-grade <br /> infrastructure. <br /> The project site is approximately 2 stream miles upstream of the nearest recorded <br /> occurrence of salmonids approximately 0.5 mile below Lake Stickney (WDFW <br /> Salmonscape Database), species present included coho and sockeye.
