Affidavit of Posting <br /> All of the exhibits are available for inspection at the Hearing Examiner's Office located at <br /> 2930 Wetmore Avenue, 8th floor, Everett, Washington. <br /> Based upon a review of the above record, the following Findings of Fact and <br /> Conclusions hereby constitute the basis of the decision of the Everett Hearing <br /> Examiner. <br /> FINDINGS OF FACT <br /> 1. James Haugen (Applicant) is the owner of the property at 3231 Broadway <br /> Avenue, Everett, Washington (subject property). The property is zoned <br /> Broadway Mixed Use (BMU). The Applicant also owns the lot that abuts the <br /> subject property to the north (3225 McDougall Avenue). (exhibit 1, staff report, <br /> page 1; testimony of Mr. Ingalsbe) <br /> 2. The surrounding properties to the north, south and west are zoned BMU. The <br /> property to the east is zoned C-2ES. (exhibit 1, staff report, page 1) <br /> 3. The building on the subject property has an extensive history of use. For a <br /> significant number of years a photo processing shop was located on-site. <br /> Recently, the structure has been converted into retail, light manufacturing and <br /> warehouse uses. In addition, there are four dwelling units on the top floor of the <br /> building on-site. (testimony of Mr. Ingalsbe; exhibit 1, staff report, page 1) <br /> 4. The south boundary line of the subject property is 33`d Street, and the eastern <br /> boundary is the alley between Broadway Avenue and McDougall Avenue. The <br /> proposed upgrade of the subject property includes development of the lot that <br /> abuts the subject property to the north. The abutting lot would be merged with <br /> the subject property and be developed for parking purposes. The Applicant is <br /> the owner of both lots. The Applicant and a prospective buyer are in negotiations for the conveyance of <br /> the property. They have made initial plans for the use of the site, namely a <br /> warehouse. The residents of the site would be retained. The parties have been <br /> negotiating terms of the sale, which include the abutting lot. (testimony of Mr. <br /> Haugen; testimony of Mr. Packer) <br /> 6. The prospective buyer plans to develop a furniture staging business on-site. This <br /> site would warehouse the staging furniture. No clients or customers would come <br /> to the property, and little, if any, vehicular traffic would be generated to the site. <br /> Parking would not be an issue.
