Durinc� the review of the site for a church faciiity, traffic was cansidered in iight of <br /> the use af the facility for daytime and evening activities. At that time it was <br /> determined that the existing r�ads could handle the increased traffic. The <br /> Everett Traffic Engineer has determined that the proposed fiacility and use w�ll not <br /> create adverse impacts on the current flow of traffic and that existing roads are <br /> able to handle any increased traffic. The Applicant proposes to utilize an existing 30-foot wide driveway to access 7tn <br /> Avenue SE, a public road improved with curb, gutter and sidewalks and <br /> maintained by the City. Existing utilities are available to the subiect property. <br /> Pubiic transit is available ta the subject property with the closest transit stop <br /> being appraximately one bfock fram the proposed facility. The streets, utilities <br /> and public services that wi[I serve the proposed use are adequate. The proposed project is anticipated to generate approximately 137 additional <br /> average daily trips with eight new PM peak hour#rips. Busing af the students <br /> with four buses daily r,vill reduce the amounf af traffic generated fio the site. The <br /> staff will drive and carpool and/or will take public transit. The project is subject to transportation mitigation in accordance with City of <br /> Everett Ordinance #3389-14 (codified in EEVIC Chapter 18.36). Existing physical improvements on the subjec# property include off-street parking <br /> of 148 parking stalls, two barrier free stalls and a walkway to the building. Qn- <br /> site traffic circulation will include a circular drive around the buiPding and <br /> throughout the parking area. There will be three sports courts that will eiiminate <br /> 35 c�f the existing parking stalls. After the proposed conversion and restriping of <br /> the parking fot there wiil be adequate on-site circulation and site access and <br /> approximately 127 parking stalls to provide parking for the 20 staff and other <br /> guests.
