• <br /> y <br /> thereafter shall be made on or before December 1st of the year next preceding <br /> January 1st of the year in which the next term commences. Said appointment shall be <br /> 1 <br /> subject to confirmation by City Council. Preliminary to said confirmation, a Judicial <br /> 2 <br /> Candidate Review Panel shall be appointed consisting of one member appointed by the <br /> 3 <br /> Mayor and one member appointed by a majority of the City Council. Said two members <br /> 4 <br /> shall appoint a third member to constitute a three member panel which shall review the <br /> 5 <br /> background and qualifications of all judicial candidates and submit to the Mayor the <br /> 6 <br /> names of three candidates from which list the Mayor shall appoint the municipal judge; <br /> 7 <br /> provided that the Mayor's appointment shall be submitted to City Council for final <br /> 8 <br /> confirmation. City Council confirmation shall be by a majority of the whole <br /> 9 <br /> membership. <br /> 10 <br /> B. A person appointed as municipal judge shall be a citizen of the United <br /> 11 <br /> States of America and of the State of Washington; and an attorney admitted to practice <br /> 12 <br /> law before the courts of record of the State of Washington. <br /> 13 <br /> Section 4: SALARIES AND COSTS. The municipal judge shall serve on a <br /> 14 <br /> part-time basis of at least 90 hours per month. The salary of the judge of the Everett <br /> 15 <br /> Municipal Court shall be $2,700 per month, subject to modification by ordinance at any <br /> 16 <br /> time during the term of appointment. All costs of operating the municipal court; <br /> 17 <br /> including but not limited to salaries of judges and court employees, dockets, books of <br /> 18 <br /> records, forms, furnishings and supplies, shall be paid wholly out of the funds of the <br /> 19 <br /> City. The City shall provide space for holding court and pay all expenses of maintaining <br /> 20 <br /> it. <br /> 21 <br /> Section 5: MUNICIPAL COURT EMPLOYEES. All employees of the <br /> 22 <br /> municipal court shall, for all purposes, be deemed employees of the City of Everett. <br /> 23 <br /> They shall be appointed by and serve at the pleasure of the judge of the Everett <br /> 24 <br /> Municipal Court. Employees of the court shall be appointive officers pursuant to <br /> 25 <br /> Section 4.4 of the Charter of the City of Everett and shall be entitled to all employee <br /> 26 <br /> benefits relating thereto. Said employees shall perform court-assigned duties in <br /> 27 <br /> accordance with all policies and procedures established by the City of Everett. <br /> 28 <br /> Section 6: JUDGES PRO TEM. The Mayor shall, in writing, subject to <br /> 29 <br /> concurrence of the judge of the Everett Municipal Court, appoint judges pro tem who <br /> 30 <br /> shall act in such matters as requested by the judge and in the absence or disability of <br /> 31 <br /> the regular judges or subsequent to the filing of an affidavit of prejudice. The judges <br /> 32 <br /> pro tem shall be qualified to hold the position of the judge of the municipal court as <br /> 2 <br />
