Where acceptable to the authority having 10 jurisdiction, a second service shall be permitted. The emergency service shall be sufficiently separated 15 from the normal main service disconnecting means to prevent simultaneous interruption of supply through an occurance within 16 the building or groups of building served. 17 Section 4: Each of the codes and regulations adopted by reference in 18 Section 2 of this ordinance is hereby amended by the addition of the following: 19 20 It is expressly the purpose of this Code to provide for and promote the health, safety and welfare of the general public, and not to create or 21 otherwise establish or designate any particular class or group of persons who will or should be especially protected or benefited by the terms of 22 this Code. 23 It is the specific intent of this Code to place the obligation of complying with these regulations upon the permit applicant and any person owning or 24 controlling any building or structure within its scope and no provision nor any term used in this Code is intended to impose any duty whatsoever 25 upon the City or any of its officers, employees or agents, for whom the implementation or enforcement of this Code shall be discretionary and 26 not mandatory. 27 Nothing contained in this Code is intended to be nor shall be construed to create or form the basis for any liability on the part of the City or its 28 officers, employees or agents, for any injury or damage resulting from the failure of a building to comply with the provisions of this Code, or by 29 reason or in consequence of any inspection, notice, order, certificate, permission or approval authorized or issued or done in connection with the 30 implementation or enforcement of this Code, or by reason of any action 31 32 6
