1 charges assessed herein have been paid in full, plus interest of twelve <br /> 2 percent on the annual outstanding indebtedness. <br /> 3 Section 73: Determination of Employee Number and Salaries. <br /> 4 The number, title and salaries of officers and employees of the <br /> 5 Utilities Division shall be fixed by the City Council by ordinance, to <br /> 6 conform with the Utilities Division budget, as authorized by Council. <br /> 7 Section 74: Accounts and Records. <br /> 8 A. Records of Finance Department. The Finance Department shall keep the <br /> ledger and detailed accounts of the Utilities Division. <br /> 9 <br /> B. Records of Finance and Budget Director. The Finance and Budget <br /> 10 Director shall maintain an account of the cash and investments of the <br /> various Utilities Division funds and be responsible for methods and <br /> 11 procedures pertaining to utility service billings, accounts receivable, <br /> records and reports in connection therewith. The Finance and Budget <br /> 12 Director shall also be an authorized representative to make adjustments <br /> to customer billings. <br /> 13 <br /> C. Records of City Treasurer. The City Treasurer shall receive, have <br /> 14 custody of and be responsible for the cash and investment of Utilities <br /> Division funds. <br /> 15 <br /> Section 75: Employees' Bonds. <br /> 16 <br /> Such employees of the Utilities Division as the City Council may <br /> 17 <br /> determine, by ordinance, shall furnish and file bonds in the amount fixed by <br /> 18 <br /> such ordinance. Cost of said bonds shall be paid for by the Utilities <br /> 19 <br /> Division. <br /> 20 <br /> Section 76: Cooperation of Other Departments. <br /> 21 <br /> It shall be the duty of the employees of the Public Works, Fire, Park, <br /> 22 <br /> Police and all other departments to give vigilant aid to the Utilities <br /> 23 <br /> Superintendent in the enforcement of this ordinance, and to this end they <br /> 24 <br /> shall report all violations thereof, which come to their knowledge, to the <br /> 25 <br /> Office of the Utilities Superintendent. <br /> 26 <br /> Section 77: Duties of City Engineer. <br /> 27 <br /> A. The City Engineer shall, upon request of the Superintendent, perform <br /> 28 all civil engineering and surveying required in the prosecution of any <br /> work to be done under direction of the Superintendent, and shall <br /> 29 furnish him full reports of such engineering and surveying. Any <br /> expenses so incurred may be charged to and paid by the Utilities <br /> 30 Division. <br /> 31 B. The City Engineer shall, upon request of the Superintendent, perform <br /> all necessary field and office work in connection with any local <br /> 32 <br /> 28 <br />
