Decking <br /> materials will be concrete and ballast rock. <br /> D. Regulations—Recreational/Commercial/Industrial Piers. <br /> 1. Piers and docks shall be permitted for recreational use, multi-use commercial and industrial <br /> facilities where the major use is water-dependent and public access is provided when there is no <br /> conflict with public safety. <br /> Comment: The use is a water-dependent, industrial activity. <br /> 2. Piers and docks shall be designed and constructed to enable emergency equipment, vehicles, <br /> and personnel to reach all the surface areas of the pier. <br /> Comment: The wharf is accessible emergency vehicles from Terminal Avenue. <br /> 3. Water-dependent/water-related piers shall be permitted to the outer harbor line or the pierhead <br /> line. <br /> Comment: The wharf does not extend to the outer harbor line or the pierhead line. <br /> 4. Bulk storage of gasoline, oil, and other petroleum products shall be prohibited on piers or <br /> docks. <br /> Comment: No bulk storage of fuel is proposed. <br /> Public Review: A notice of application was issued on December 18, 2013. No public <br /> comments were received during the 30 day notice period. <br /> Decision: Following review of the application materials and the Shoreline Master Program <br /> regulations, the Planning Director finds the proposal consistent with the SMP and the Shoreline <br /> Management Act and therefore approves the Shoreline Substantial Development Permit, subject <br /> to compliance with the following conditions of approval: <br /> 1. Where applicable, storm water shall be managed in accordance with the City of Everett's <br /> 2010 Storm water Management Manual". <br /> 2. Construction and post construction activities shall be in compliance with the City of Everett <br /> noise regulations contained in Chapter 20.08 EMC. <br /> 3.
