January 31, 2018 <br /> Council Member Tuohy recused herself from any discussion or action <br /> relating to the 2018 Human Needs Grant Funding. She stated that she is <br /> employed by the Arts Council of Snohomish County, and although she has <br /> a fixed salary that is unaffected by this grant funding, the Arts Council is on <br /> the list of recommendations. <br /> Council Member Tuohy left the council chambers at 7:30 p.m. <br /> Council Member Tuohy returned to the council chambers at 7:32 p.m. <br /> COUNCIL BILL 1801-04 <br /> FIRST READING: <br /> AN ORDINANCE creating a Special Improvement Project entitled <br /> "Citywide Innovative Safety Project," Fund 303, Program 111, to <br /> accumulate all costs for the improvement <br /> Presented by Ryan Sass, Public Works <br /> COUNCIL BILL 1801-05 <br /> FIRST READING: <br /> AN ORDINANCE creating a Special Improvement Project entitled, <br /> "Pacific Avenue to Interurban Trail Bicycle Safety Project," Fund 303, <br /> Program 112, to accumulate all costs for the improvement <br /> Presented by Ryan Sass, Public Works <br /> Mary Rollins, Everett, suggested narrowing Colby Avenue from 41st street <br /> to Pacific Avenue to increase foot traffic. <br /> CONSENT ITEMS: <br /> Moved by Council Member Murphy, seconded by Council Member <br /> Bader, to approve the following consent items: <br /> 43 <br />
