EVERETT COMPREHENSIVE PLAN <br />1.25. Seek control of parcels of land that may be needed in the future for any transportation <br />purpose when the opportunity arises through sale, donation, or land use action. <br />Rail and Marine Facilities <br />1.26. Support the maintenance of existing rail and water corridors and the expansion of the <br />capacity of those corridors consistent with the City's economic development goals. <br />1.27. Continue to support the efficient use of the Port of Everett for commercial purposes, and <br />work with the Port Commission to explore multiple use purposes of port facilities. <br />1.28. Encourage efficient use of ferries and other water craft for the movement of passengers and <br />goods to and from Everett, consistent with environmental protection objectives and measures. <br />1.29. Continue to participate in the planning and development of marine -related land uses with <br />the Port of Everett and Snohomish County as well as other affected Federal and State agencies, <br />groups and individuals. <br />Transportation Funding <br />1.30. Actively seek an equitable share of any regional high capacity transit service, at least <br />proportional to the City's share of costs. <br />1.31. Actively seek local, state, and federal funding and grants for the provision and <br />enhancement of bicycle and pedestrian facilities and amenities. <br />1.32. Actively seek local, state, and federal funding and grants for the provision and <br />enhancement of freeway and arterial facilities and traffic control systems. <br />1.33. Continue to support and encourage joint public-private investment initiatives in expanding <br />the use of rail transportation and facilities for freight and passenger services to and from Everett. <br />Obiective #2: Develop Appropriate Design Standards and Procedures <br />Design and construct safe, convenient and efficient transportation facilities with greater <br />emphasis on minimizing person -travel delay, public safety and barrier -free, pedestrian - <br />oriented accessibility, while assuring the continued movement of goods. <br />This critical policy area involves the physical design of transportation facilities. Design must <br />change significantly in order to effectively match the land use vision and concept of the <br />Comprehensive Plan. The City has chosen a growth concept that is intended to reshape the land <br />use form to a more pedestrian -oriented character. As a result, the transportation investments that <br />are assumed in the Plan must similarly be reshaped to match these new forms. <br />Urban design will become a transportation system objective that is an integral part of the <br />investment strategy that it has chosen. It is essential to the effective pursuit of all of the other <br />objectives that are stated in the Transportation Element. <br />TRANSPORTATION ELEMENT 35 <br />
