EVERETT COMPREHENSIVE PLAN <br />Objective #2 Planning Principles: <br />• Develop a transportation network hierarchy that identifies priorities for each <br />transportation mode; streets, transit, bicycle, pedestrian, and freight. <br />• Establish design requirements for attractive, separated and interesting pedestrian <br />circulation environments that would encourage walking within mixed-use centers and <br />corridors <br />• Establish design requirements for transit access facilities (stations, shelters and related <br />features) into all developments within mixed-use centers and corridors. <br />• Construct a system of pedestrian/bicycle routes, pathways and sidewalks that will allow <br />convenient non -motorized access from all Everett neighborhoods to all major transit <br />corridors and mixed-use centers. <br />• Actively promote programs that encourage the substitution of transit, ridesharing, non - <br />motorized travel for travel by single occupant vehicles, especially during the most <br />congested periods of the day. <br />• Develop and implement a parking management program that emphasizes off-street <br />parking, design and orientation consistent with mixed-use centers and corridors <br />Objective #2 Policies <br />Site Design <br />2.1. New developments and redevelopment shall be encouraged to incorporate transit -supportive <br />and pedestrian -friendly design features. <br />2.2. The design and mix of land uses around designated transit centers/stations shall emphasize <br />the ease and safety of pedestrian and bicycle circulation and orientation to transit routes. <br />2.3 The design of park and ride facilities around transit centers shall encourage shared -use <br />parking with other transit -oriented development and shall not obstruct the ease and safety of <br />pedestrian and bicycle access to a transit center from other land uses. <br />2.4. New developments shall incorporate physical features designed to promote and enhance <br />alternatives to the single -occupant vehicle, including code amendments to require secure bicycle <br />parking and to reduce vehicular parking requirements where appropriate. <br />Neighborhood Traffic and Circulation <br />2.5. Develop a neighborhood traffic management program to address problems and concerns on <br />neighborhood streets. <br />2.6. Develop plans to manage traffic on neighborhood streets in accordance with classifications, <br />design characteristics and other Comprehensive Plan policies. Guidelines for designing these <br />roadways shall be made compatible with abutting land uses to the greatest extent feasible. <br />2.7. Seek a balance between neighborhood traffic protection programs and other competing city <br />needs and interests associated with arterial capacity improvements and cut -through traffic <br />diversions. <br />TRANSPORTATION ELEMENT 36 <br />
