• <br /> WHEREAS,the City of Everett has encouraged public participation in the consideration <br /> of amendments to the Comprehensive Plan, as required by the Growth Management Act, <br /> through a variety of notification procedures, including SEPA review, mailing to interested <br /> citizens and organizations, mailing to affected property owners, legal publications, <br /> posting of the site and through outreach to civic and business organizations and <br /> representatives of an active citizen organization; and <br /> WHEREAS,the Planning Commission was introduced to the proposal on February 20, <br /> 2007, then held the decision public hearing regarding the proposal on June 5, 2007; and <br /> WHEREAS, the proposal's introduction and public hearing was part of the process <br /> during which the Planning Commission considered all the proposed amendments to the <br /> Comprehensive Plan's map, text and rezones which were initiated in July of 2006, in <br /> addition to the JELD-WEN/Port of Everett proposal (hereafter JELD-WEN), as part of <br /> the 2006 docket cycle; and <br /> WHEREAS,the Planning Commission has considered all of the proposed Comprehensive <br /> Plan amendments, text changes and rezones, of which the JELD-WEN application is a <br /> part, so that the cumulative effects of all amendments have been fully ascertained, as <br /> required by the Growth Management Act; and <br /> WHEREAS,the Planning Commission has recommended to the City Council the <br /> approval of various amendments to the Land Use Map, text changes and the rezoning of <br /> specific properties to implement the Comprehensive Plan, including the JELD-WEN <br /> proposal; and <br /> WHEREAS,the City Council held a public hearing to consider the recommendations of <br /> the Planning Commission concerning JELD-WEN's proposed amendment to the <br /> Comprehensive Plan map designation on July 18, 2007; and <br /> WHEREAS THE CITY COUNCIL FINDS: <br /> 1. The purpose for the requested Comprehensive land use map amendment is to achieve <br /> a more desirable land use option for the site, subject to the long-term vision of both of the <br /> property owners and the City; and <br /> 2 <br />
