2. Making this Comprehensive Plan land use policy decision now, as the first step in a <br /> multi-step process, is important to both the public and the applicants, in that the City <br /> Council is herein making its position clear regarding future use of the site, specifically, <br /> that the two owners of the combined site may henceforth begin the orderly process of use <br /> conversion from industrial to residential/commercial use and <br /> 3. It is recognized by City Council there is need for further study, in particular <br /> environmental study(s) as required by the State Department of Ecology, in support of the <br /> anticipated and necessary amendment to the Shoreline Master Program, and that those <br /> studies and that amendment will be done and considered in the shortest reasonable time <br /> from the date of passage of this Ordinance; and <br /> 4. Changes made now to the Comprehensive Plan are intended to set a new long-term <br /> course for use of the subject site, which in turn will ensure to the property owners that the <br /> proposed change in use policy is supported by the City. Once this new land use policy is <br /> codified, the necessary zoning change together with supporting site and use concept <br /> proposals, and the Shoreline Master Program change, will be brought forward in a timely <br /> manner to City Council for action, after which time the Comprehensive Plan, zoning <br /> code, and Shoreline Master Program will be internally consistent and consistent with each <br /> other. Therefore, while an interim inconsistency is being created by this action, it is done <br /> to accomplish a worthy purpose, and it will exist for only a brief period until action is <br /> taken on the other regulations; and <br /> 5. To achieve the proposed land use policies the City needs to amend the Comprehensive <br /> Plan map designation from Maritime Services (5.2) to Waterfront Commercial (4.5); and <br /> 6. At a future date, and upon approval of City Council and the State Department of <br /> Ecology, the Shoreline Master Program(SMP) shoreline map designation will need to be <br /> amended from Urban Industrial to Urban Multi-Use; and <br /> 7. At a future date, and upon approval of City Council, zoning on the subject site will <br /> need to be changed from M-S (Maritime Services) and M-2 (Heavy Manufacturing) to <br /> WC (Waterfront Commercial). The W-C zone will link to a Planned Development <br /> Overlay(PDO) development agreement that would establish uses, design standards, <br /> zoning standards and site layout; and <br /> 8. The Comprehensive Plan map amendment made here will only apply to the upland, <br /> dry portions of the combined site; and <br /> 3 <br />
