f 4 =WCIS <br /> 5.0 SUMMARY OF MINIMUM DEVELOPMENT REQUIREMENTS <br /> • <br /> 5.1 Minimum Requirement#1: Preparation of Stormwater Site Plans <br /> This is the Stormwater Site Plan. It is prepared in accordance with Chapter 3 of Volume I of the <br /> 2005 WDOE Manual. <br /> 5.2 Minimum Requirement#2: Construction Stormwater Pollution Prevention(SWPP) <br /> A Stormwater Pollution Prevention Plan was prepared and implemented for the site <br /> improvements. This Plan provides erosion and sediment control information, locations where <br /> Best Management Practices (BMPs) have been implemented, and requirements that the <br /> contractor must follow throughout construction. These BMPs include,but are not limited to the <br /> use of C105: Stabilized Construction Entrance, C233: Silt Fence, C220 Storm Drain Inlet <br /> Protection, and C123: Plastic Covering for any stockpiles. The existing detention pond will be <br /> modified with a standpipe riser and will be used as a sediment pond during construction <br /> operations. <br /> The SWPP Plan, includes Temporary Erosion and Sediment Control (TESC) measures and is <br /> part of the contract documents for construction of the project. Additional erosion control <br /> measures may be applied on an as needed basis as directed by the Certified Erosion Control <br /> Specialist (CESL), City of Everett personnel, or Contractor. At the completion of the project <br /> exposed soils will be seeded. The establishment of vegetation on all exposed surfaces provides <br /> permanent erosion control. <br /> 5.3 Minimum Requirement#3: Source Control of Pollution <br /> During the construction phase of the project, source control measures will be implemented. <br /> These measures are discussed in Minimum Requirement #2. Other than the presence of new <br /> pollution generating impervious surfaces (which will receive treatment as outlined in this Plan), <br /> no improvements are proposed which will require additional source control BMPs. <br /> 5.4 Minimum Requirement#4: Preservation of Natural Drainage Systems and Outfalls <br /> No changes to the existing natural drainage systems or outfalls are proposed. Discharge of <br /> runoff will be to existing location to maintain hydrology of downstream systems. <br /> 5.5 Minimum Requirement#5: On-Site Stormwater Management <br /> The WDOE Manual requires the use of onsite Stormwater Management BMPs to infiltrate, <br /> disperse, and retain stormwater runoff onsite to the maximum extent feasible without causing <br /> flooding or erosion impacts. Due to a large quantity of fill with low permeability stormwater <br /> infiltration is not proposed.
