• C. Design and Improvement Standards , <br /> 1. Design with Environment: <br /> The design and development of subdivisions and short <br /> subdivisions shall preserve the natural drainage, existing <br /> topsoil, trees, natural vegetation, and wetlands to the maximum <br /> extent • possible. Information generated through the <br /> Environmental Review Process will be used in designing the <br /> subdivision and short subdivisions in such a way as to mitigate <br /> potential adverse environmental impacts. <br /> 2. Divisions of Land with Existing Structures: <br /> When divisions or redivision of land are submitted proposing the <br /> creation of new lots with existing structures, the existing - <br /> structures shall comply with all zoning code requirements <br /> including such things as setbacks, parking requirements, and <br /> height standards, provided, however, if the structures are <br /> nonconforming nothing shall prohibit the division of such land, <br /> as long as the division does not make the structures more <br /> nonconforming. <br /> 3. Building Design with Natural Slope: <br /> The design and development of subdivisions shall preserve the <br /> topography of the site by selection and location of buildings <br /> which fit the natural slope of the land. <br /> 4. Site-Specific Energy: <br /> The use of site-specific energy schemes such as street and lot <br /> layout that best offer opportunities for maximum use of southern <br /> exposures, and the use of natural climate conditions shall be <br /> encouraged. <br /> 5. Landscaping <br /> The use of street trees will be required at one (1) tree per <br /> forty (40) feet of frontage along the public street when a <br /> subdivision or short subdivision removes significant amounts of <br /> trees and natural vegetation. The trees shall be placed on <br /> private property unless otherwise approved by the City. <br /> 6. Flood Plain Regulations: <br /> Land identified in the Everett Flood Insurance study dated <br /> October, 1977, with accompanying Flood Insurance Maps, shall not <br /> be subdivided unless the requirements of Flood-Plain <br /> Regulations, are met. (Ordinance No. 537-78 as amended) <br /> 7. Streets: <br /> a. Whenever a division or redivision of land is on an <br /> existing public street, such frontage shall be improved to <br /> current city standards, except if all the following <br /> conditions exist: the division of land is four (4) or <br /> less dwelling units, has a minimum of 18 feet of asphalt <br /> pavement, gravel shoulder, temporary drainage, and does <br /> not have the potential for more than four (4) dwelling <br /> units or additional improvements are not needed to provide <br /> a smooth transition in accordance with Section 5 E-1 or <br /> exception Section 5, C-7-m. <br /> -24- <br />
