Easement Access Exception: The City may, at the request of <br /> the applicant in short subdivisions, only allow access to <br /> lots by easement when in the opinion of the City Engineer: <br /> (1 ) The improvement of a public street is not necessary <br /> to facilitate adequate supply of water, sewer and <br /> utilities; <br /> (2) The improvement of public street is not necessary to <br /> provide on-street parking; <br /> (3) The improvement of a public street is not necessary <br /> to provide access to potential additional lots or <br /> • <br /> future developable area; <br /> (4) The improvement of public street is not necessary to <br /> protect the public health, safety and welfare of the <br /> residence and general public. <br /> j. The computations for complying with the zoning code minimum <br /> lot size shall not include the easement access area. <br /> 1. For any easement with public utilities, the City Engineer <br /> shall determine easement width. <br /> m. Any easement access short subdivision of three (3) units or <br /> more shall improve its public street frontage with curb, <br /> gutter, and sidewalk and all other necessary improvements <br /> per City design standards. <br /> -26- <br />
