C. Conditional Uses <br /> Notwithstanding Chapter 19.58 E.M.C. , the following types of uses are <br /> permitted in the B-2(B) Zone subject to the granting of a conditional <br /> use permit per Chapter 19.60, E.M.C. : <br /> 1 . All conditional uses outlined in the R-3(A) zone; <br /> 2. All conditional uses outlined in the B-2(A) zone. <br /> D. Special Property Uses <br /> Only those special property uses for which a special property use <br /> permit is acquired per Chapter 19.58 E.M.C. are permitted. <br /> E. Site Plan Review Process <br /> 1 . A SEPA review is required as per City's SEPA Ordinance. <br /> 2. All applications for permitted uses shall be reviewed and <br /> approved through an inter-departmental site plan evaluation, <br /> coordinated by the City Planning Director. The site plan <br /> evaluation process shall consist of an inter-departmental review <br /> to ensure compliance with the herein described development <br /> standards and performance standards. <br /> 3. All applications for conditional uses shall be reviewed through <br /> the inter-departmental site plan evaluation process described in <br /> Subsection 2 herein and Chapter 19.60 E.M.C. <br /> 4. All applications for special property uses shall be reviewed <br /> through the process described in Subsection 2 herein and Chapter <br /> 19.58 E.M.C. <br /> F. Development standards <br /> 1 . Gross floor area ratio <br /> a. For non-residential uses, there shall be a maximum gross <br /> floor area ratio of .50; <br /> b. Residential uses and density requirements shall be in <br /> compliance with the R-3 (A) zone. <br /> 2. Height <br /> a. The maximum height for buildings and accessory structures <br /> shall be twenty-six (26) feet above the average elevation <br /> at the foot of the building. <br /> b. All R-3(A) permitted multiple family residential uses on <br /> B-2(B) zoned land shall comply with the twenty-six (26) <br /> feet height regulation. <br /> c. Exception: A thirty-five (35) foot limitation may be <br /> permissible if it can be documented that site conditions <br /> and added height enhances views from adjacent property. <br /> The intent is that various roof lines and facades are <br /> encouraged. <br />
