Development Standards for Permitted Uses. <br /> 5 a. The first floor of structures shall be two (2) feet above the <br /> regulatory flood protection elevation. <br /> 6 <br /> b. The fill shall be two (2) feet above the regulatory flood <br /> 7 protection elevation for a distance of fifteen (15) feet <br /> beyond any structure in any direction. <br /> 8 <br /> c. Beyond fifteen (15) feet from any structure the fill shall be <br /> 9 no lower than one (1) foot below the regulatory flood <br /> protection elevation. <br /> 10 <br /> d. Compliance with Federal Regulations Title 24 (CFR) Section <br /> 11 1910.3. <br /> 12 3. Conditional Uses - Flood Fringe. <br /> 13 The following uses and other similar uses may be permitted at an <br /> elevation below the regulatory flood protection elevation, upon <br /> 14 compliance with Section G. <br /> 15 a. Marinas, boat rentals, boat building and repair. <br /> 16 b. Railroads, streets, utility transmission lines, and pipelines. <br /> 17 c. Accessory storage yards for equipment machinery or <br /> materials. <br /> 18 <br /> 19 be and the same is hereby amended to read as follows: <br /> 20 <br /> E. FLOOD FRINGE OVERLAY DISTRICT <br /> 21 <br /> There shall be two Flood Fringe Districts: The Commercial/Industrial <br /> 22 Flood Fringe District shall apply to floodplain fringe areas zoned Heavy <br /> Manufacturing (M-1) and to Smith and Spencer Islands where the <br /> 23 Commercial/Industrial Flood Fringe District controls in conjunction with <br /> the Shoreline Plan. The Agricultural Flood Fringe District shall apply to <br /> 24 floodplain fringe areas zoned Agricultural Use A-1 and that portion of <br /> Smith Island east of I-5 designated Rural in the Shoreline Plan. <br /> 25 <br /> 1. Permitted Uses: <br /> 26 <br /> A. Commercial/Industrial Flood Fringe District <br /> 27 <br /> 1. Any use consistent with Everett's Shoreline Master <br /> 28 Program. Notwithstanding Subsection 2(a) of <br /> Ordinance No. 70-70 as well as any other ordinance, <br /> 29 policy or regulation, outdoor advertising sign <br /> structures shall be permitted in accordance with the <br /> 30 requirements of Chapter 47.42 RCW and WAC 468-66 <br /> on interstate highways. <br /> 31 <br /> B.
