Access to 16th Avenue <br /> S.E. and the east-west connector streets will be reviewed by the <br /> City Traffic Engineer during the detailed site plan review <br /> process to insure adequate driveway separation. <br /> B. • As each phase is developed, the Owners shall improve streets and <br /> extend utilities in accordance with City ordinances, standards, <br /> and the 19th Avenue S.E. Comprehensive Plan. These requirements <br /> shall be applied to the development of 16th Avenue S.E. and the <br /> east-west public or private connector streets. <br /> C. Right-of-way for 16th Avenue S.E. from 112th Street S.E. to 100th <br /> Street S.E. and the east-west public or private connector <br /> streets, or utility easements, shall be dedicated in a manner <br /> and in a location with rights-of-way widths acceptable to the <br /> City Public Works Department upon one of the following conditions: <br /> i. When the property owner applies for a binding site plan, <br /> plat, short plat or building permit. <br /> ii. Within 30 days from the time an abutting property owner or <br /> the City requests that the right-of-way, or utility <br /> easements (30') be dedicated to enable the construction of <br /> 16th Avenue S.E. and the east-west connector streets, or <br /> utility easements as deemed appropriate by the City Traffic <br /> Engineer to provide reasonable access to any property. <br /> iii.
