D. If a property owner wishes to develop only a portion of his <br /> property, only that section of 16th Avenue S.E. and the east-west <br /> connector streets which would be within the portion developed per <br /> a building permit need be improved, unless the project involves <br /> platting of the property or other development processes requiring <br /> immediate improvements by phasing as defined by ordinance. <br /> E.
