FINDINGS <br /> • The addition is built on a slab-on-grade. The exterior load-bearing walls do not <br /> appear to be resting on footings as required by ERC Section R403.1. Required <br /> footings for interior bearing walls and posts could not be inspected. <br /> • Minimum lateral bracing requirements for structures found in Section R602.10 <br /> could not be verified due to the siding covering the exterior walls. <br /> • A gas fireplace has been installed, and connected to the gas piping system within <br /> the bedroom. The fireplace has not been installed in accordance with the <br /> manufacturer's installation instructions to include the lack of exhaust duct piping <br /> and minimum required clearance to combustibles. <br /> • Plumbing, mechanical and electrical systems, devices and fixtures have been <br /> added to the structure without required construction permits. <br /> • Based on historical pictures and the site inspection, it has been determined that <br /> the existing house has undergone substantial alterations - permits could not be <br /> found for all of the revisions. The most recent changes include the creation of a <br /> great room to include the roof, electrical work, window locations, fireplace insert, <br /> and interior and exterior walls. <br /> ACTION <br /> Construction permits must be obtained for the rehabilitation work underway within the <br /> building. Prior to applying for permits, applicable land use and zoning requirements as <br /> required by Everett Municipal Code must be satisfied. Planning approval will be required <br /> for the intake of plans for permit review. <br /> To apply for a building permit (also at 3200 Cedar Street), plans must be prepared and <br /> submitted that clearly depict the extent of the work completed and proposed as well as <br /> address the code deficiencies noted above. Once the plans are reviewed and a building <br /> permit is issued, the Stop Work order will be lifted. Electrical, Mechanical and Plumbing <br /> permits may be applied for after the building permit is issued. <br /> The various permits will begin at the rough-in phase. All rough-in inspections (plumbing, <br /> mechanical and electrical) must be signed off prior to requesting a framing inspection. In <br /> order to conduct rough-in inspections, all new gypsum wallboard that is installed over an <br /> open cavity(one side of walls and all ceilings) must be removed for inspection — not that <br /> this includes the gypsum wallboard in the great room of the existing structure. Any new <br /> insulation must also be removed for the rough-in inspections. <br /> The foundation must be shown to comply with the current Everett Residential Code. In <br /> lieu of demolishing the existing foundation and re-constructing it per the proscriptive <br /> requirements found in the ERC, an engineer, licensed by the,State of Washington, may <br /> prepare an analysis for review and approval showing that the foundation system can be <br /> made to be compliant with current adopted codes. <br /> ? ) <br />
