<br /> Many areas of Everett have been or may become designated, identified, inventoried,
<br /> classified or rated as critical areas by the city or other public agencies. This chapter
<br /> establishes regulations for development within or near all critical areas. If you are
<br /> interested in developing property identified as containing or adjacent to steep slopes,
<br /> lakes, streams, wetlands, springs, erosion hazard areas, landslide hazard areas, seismic
<br /> hazard areas, or other unstable soil conditions, you should read this chapter. This
<br /> chapter contains more stringent requirements than other provisions within this title for
<br /> affected properties. These regulations supersede any less restrictive requirements
<br /> contained elsewhere in this title. No action may be undertaken by any person which
<br /> results in any alteration of a critical area or its buffer unless such alteration is in
<br /> compliance with the requirements of this chapter. Alteration includes the terms "use"
<br /> and "development" as defined in this title, and includes any modification of the natural
<br /> environment of critical areas or their buffer including any clearing, grading, filling
<br /> and/or excavation. Certain exceptions to the requirements of this chapter are listed in
<br /> Section 37.050.
<br /> Maps of known critical areas are maintained by the city. However, the presence,
<br /> location and boundaries of all critical areas are not known. A site-specific analysis may
<br /> be required to determine the presence, location and classification of critical areas.

<br /> On all lots containing or adjoining critical areas, the following features and their buffers
<br /> shall not be altered or developed except as otherwise permitted by this chapter:
<br /> C, The following Geologically hazardous areas
<br /> 1. Erosion Hazard areas
<br /> 2. Landslide Hazard Areas

<br /> IPMC 308.1 Accumulation of rubbish or garbage.
<br /> All exterior property and premises, and the interior of every structure, shall be free
<br /> from any accumulation of rubbish or garbage.
<br /> IPMC Definition RUBBISH. Combustible and noncombustible waste materials,
<br /> except garbage; the term shall include the residue from the burning of wood, coal,
<br /> coke and other combustible materials, paper, rags, cartons, boxes, wood, excelsior,
<br /> rubber, leather, tree branches, yard trimmings, tin cans, metals, mineral matter,
<br /> glass, crockery and dust and other similar materials.
<br /> To resolve these violations you must:
<br /> 1. Cease placing yard waste on the property and make arrangement to properly
<br /> contain and dispose of the waste material or otherwise use it in an approved
<br /> manner on the property. Approved uses include chipping or shredding it to be
