1 suggestion may receive a certificate of merit. Suggestions may be awarded a <br /> 2 certificate of merit and/or monetary award if the suggestion prompts any action by <br /> 3 management, even if the proposed solution is not totally implemented. <br /> 4 B. Supplemental Awards. City Council may authorize supplemental awards <br /> 5 if the savings realized through implementation are greater than originally estimated. <br /> 6 C. Income. Suggestion awards are classified as income under Internal <br /> 7 Revenue Service and State of Washington rulings, and as such are subject to withholding <br /> 8 tax, social security and pension deductions. Separate award checks will be issued to <br /> 9 award winners for the gross amounts. The award amounts will then be entered into the <br /> 10 pay cycle as a pay adjustment with appropriate deductions reflected in the employee's <br /> 11 subsequent earning records. <br /> 12 Section 5: BUDGETING OF AWARDS. No award shall be final and <br /> 13 enforceable in any manner until payment has been budgeted by action of the Everett <br /> 14 City Council and only such amounts included in the budgetary process shall be <br /> 15 authorized for payment; provided that in the event the Mayor finds in his discretion (not <br /> 16 subject to reconsideration or appeal under Section 7 hereof) that a suggestion has <br /> 17 reduced costs in an existing budget category, the Mayor may (1) authorize suggestion <br /> 18 award payment(s) from the budget category in which cost savings will be experienced, <br /> 19 or (2) request the City Council to amend the budget to provide for the award. <br /> 20 Section 6: OWNERSHIP OF SUGGESTIONS. Participation by employees in <br /> 21 the suggestion award program of the City is on a voluntary basis. All suggestions and <br /> 22 all ideas embodied in them shall become the exclusive property of the City upon <br /> 23 submission of the suggestion, as a condition of consideration of an employee's <br /> 24 suggestion. <br /> 25 Section 7: RECONSIDERATION AND APPEAL. <br /> 26 A. Decisions of the City with respect to eligilibity, originality, priority or <br /> 27 allocation of awards when two or more employees submit substantially the same <br /> 28 suggestion, and acceptance of suggestions and recommendations of awards shall be final <br /> 29 and binding and not subject to judicial appeal or review except as is set forth is <br /> 30 subsections B and C herein. <br /> 31 <br /> 32 -4- <br />
