• • <br /> 7. In order to meet stormwater management requirements for this project,the Boeing Company will <br /> contract with the Snohomish County Airport Paine Field (Airport) to provide storm water <br /> detention in the Airport's Alpha regional detention facility(Alpha Pond). Stormwater treatment will <br /> occur, in accordance with the Airport's requirements, prior to discharge to the Alpha <br /> Pond. Therefore,Snohomish County will be responsible for the review and approval of the <br /> stormwater treatment and flow control facilities and design documents for this project. However, <br /> other storm water facilities on the site—such as conveyance systems--will be designed and <br /> constructed in accordance with City standards. <br /> 8. No traffic mitigation fees are directly due for this project. Boeing shall complete and implement the <br /> Direct Count Program currently under development in conjunction with the City of Everett to <br /> address traffic growth impacts. <br /> 9. Any parking facilities constructed or modified under this approval,and any new access points to the <br /> public ROW,shall have traffic count equipment installed at Boeing's expense at public roadway <br /> access points(consistent with the Boeing Direct Count program currently under development by the <br /> City of Everett and the Boeing Corporation). Project as shown will not require any additional traffic <br /> count equipment. <br /> 10. The International Fire Code requires that all new structures shall provide Fire Department access <br /> roads to within 150 feet exterior walking distance of all portions of the ground floor. Fire <br /> Department access roads(Fire Lanes)shall provide a minimum of 20 feet in width of unobstructed, <br /> paved driving surface,exclusive of shoulders,with a minimum clear height of 13'6". Inside turn radii <br /> must be 35 feet. Outside turn radii must be 55 feet. Slope approach and departure angles must not <br /> exceed 8 degrees. Fire lane grade must not exceed 10 percent. Fire lane construction must comply <br /> with AASHTO H30 load capacity(74,000 GVW). Fire Lanes will be posted and maintained as required <br /> by the Fire Department. Unorthodox access which meets code requirements but is too unusual for <br /> crews will not be allowed. <br /> 11. Per Boeing Fire-Fire lanes shall be provided as required in Everett Municipal Code 46.44. Fire lanes <br /> shall be identified by red curbs with white stenciling stating"NO PARKING- FIRE LANE"and vertical <br /> signs stating"NO PARKING—FIRE LANE—TOW AWAY ZONE—EMC 46.28.130". Location shall be <br /> approved by the Fire Code Official. <br /> 12. Premise Identification (per Boeing Fire)-Premises shall be clearly identified by the correct address <br /> at the street entry. Buildings shall be clearly identified so as to be visible and legible from the access <br /> road. Individual apartments and suites,where applicable,shall be clearly and legibly identified from <br /> the access road. See EMC 16.03,Section 505.1.1(Address Posting Policy). <br /> 13. Fire Hydrants-Locations as planned are acceptable. <br /> 14. When the required fire flow is over 2,500 gpm,the fire hydrant shall be served by a main which <br /> loops around the building or complex of buildings and reconnects back into a distribution supply <br /> main. <br /> 15. Fire Alarm System (work in conjunction with Boeing Fire engineer on system)-An approved <br /> automatic fire detection system shall be provided as required by City Ordinance No. 3021-07, <br /> Chapter 16.76,of the Everett Municipal Code. <br />
