Project: Sewer Regulators R4 &R39 Modifications
Change Order No.1
Change Order Effective Date: February 26, 2018
Note: Any costs involved to make modifications to the existing regulator structure, payment for any
materials that were purchased by Contractor to connect new 48-inch pipe to existing pipe in the
location of existing regulator structure, and payment for materials purchased to construct MH#3 that
were not used as part of the modified regulator structure, were paid for under bid item #35 - force
account.
Bid Item#26— Gravel Borrow
The justification for the existing bid item #26 is as follows.
Additional tons of gravel borrow were used during the backfilling operations around the structures
installed at the R4 site. Since the new structures installed were deep excavations, (on the order of 20'-
25' in depth),the use of 3/4-inch chip material was used to backfill around the bottom lower 1/2 of the
structures installed. This material was paid for under the gravel borrow bid item as it was being used
in that capacity. The depth of the excavations, in conjunction with site configuration restrictions
prevented the use of compaction equipment from reaching these lower areas. Use of hand operated
jumping jacks to compact the deeper locations also would pose safety concerns once shoring system
was removed. Use of the 3/4-inch chips which doesn't require a compaction, in-lieu-of gravel borrow,
was a practical solution to this problem. The quantities allowed for in the original bid proposal makes
one believe that reusing much of the native excavated material, as backfill material, was originally
anticipated by the design engineer. The lack of room on the site to store these excavated materials,
prevented there reuse.
Additionally at the R39 site, during excavation around the R39 vault structure, the concrete wall
thickness of the structure was considerably greater than depicted in the plans. As a result, this forced
the need for a larger excavated area, which in turn required additional tons of gravel borrow to backfill
the excavation during restoration phase.
Bid Item #29—Landscaping & Irrigation Restoration @ R4 Site
Item #36—Landscaping & Irrigation Restoration
The justification for deleting bid item#29 and adding new item #36 is as follows.
After installation of the underground storm sewer improvements were completed, an Everett Parks
Department representative completed a full site evaluation of the damage done to the landscape&
irrigation systems and then provided City Construction Management with drawings and details of the
materials & equipment needed to restore these systems.
The Contractor could not have known at the time of bid what the damage would be to the existing
landscaping& irrigation systems, nor what the final landscaping& irrigation restoration requirements
were going to be desired by the Parks representative. Therefore, performing this work on a time &
material basis, versus the original lump sum basis, was determined to be the appropriate way to
administer this work effort.
