No permits or approvals were obtained for the stairway repair and tread <br /> replacement work that was already done. <br /> This is in violation of IBC 105.2 Permit Required, IBC 1009.74 Stair, <br /> Dimensional uniformity, IPMC 106.1 Unlawful Acts, and IPMC 3011 <br /> Handrails and Guardrails, which state; <br /> 2012 International Building Code, IBC and <br /> 2012 International Property Maintenance Code, (IPMC) <br /> as adopted in EMC, Chapter 16.005.010 <br /> IPMC 106.1 Unlawful acts, which states; <br /> It shall be unlawful for a person, firm or corporation to be in conflict with or in <br /> violation of any of the provisions of this code. <br /> IBC, 105.1 Permit required, which states; <br /> Any owner or authorized agent who intends to construct, enlarge, alter, repair, <br /> move, demolish, or change the occupancy of a building or structure, or to erect, <br /> install, enlarge, alter, repair, remove, convert or replace any electrical, gas, <br /> mechanical or plumbing system, the installation of which is regulated by this <br /> code, or to cause any such work to be done, shall first make application to the <br /> building official and obtain the required permit. <br /> IBC 1009.7.4 Stair, dimensional uniformity, which states; <br /> Stairtreads and risers shall be of uniform size and shape. The tolerance between <br /> the largest and smallest riser height or between the largest and smallest tread <br /> depth shall not exceed 3/8 inch (9.5 mm) in any flightof stairs The greatest <br /> windertread depth at the walkline within any flightof stairs shall not exceed the <br /> smallest by more than 3/8 inch (9.5 mm). <br /> SECTION 307 Handrails and guardrails, which states; <br /> IPMC 307.1 General. <br /> Every exterior and interior flight of stairs having more than four risers shall have <br /> a handrail on one side of the stair and every open portion of a stair, landing, <br /> balcony, porch, deck, ramp or other walking surface which is more than 30 inches <br /> (762 mm) above the floor or grade below shall have guards. Handrails shall not <br /> be less than 30 inches (762 mm) in height or more than 42 inches (1067 mm) in <br /> height measured vertically above the nosing of the tread or above the finished <br /> floor of the landing or walking surfaces.
