1 for at least twelve months shall be considered a dormant service and shall <br /> 2 be removed from the main by the Water Department. If a dormant <br /> service has not been removed from the main by the Water Department <br /> 3 and the service pipe material is plastic or copper and has been determined <br /> to be a good service by the Water Department, then the Water Depar- <br /> tment4 shall charge a minimum fee of fifty dollars to test and re-connect <br /> the existing dormant service. If a service connection is subsequently <br /> 5 desired for all or a portion of the premises or property previously supplied <br /> by a dormant service which has been removed from the main by the Water <br /> 6 Department, the owner of the premises or property or its authorized <br /> agent shall make application and pay for a new service connection in the <br /> manner prescribed herein and without any credit whatsoever for the <br /> 7 dormant service." <br /> 8 <br /> Section 6: Section 2 of Ordinance No. 4294 (EMC 14.16.330) which reads as <br /> 9 <br /> follows: <br /> 10 <br /> 11 "At such time as the Water Department or developer is installing a section <br /> of distribution system piping in a new plat or subdivision, the Water <br /> 12 Department or developer shall, at the same time, install water service <br /> piping from the main to each of the platted lots. It is the intent of this <br /> 13 section to minimize the number of "open-cuts" required in a newly paved <br /> street in order to provide water service to subsequently constructed <br /> 14 homes. Similarly, for other developments requiring new mains, the <br /> developer may elect to install services at the time of main installation. <br /> 15 The cost of materials, labor and equipment necessary to complete the <br /> service line installations to city standards shall be borne by the developer <br /> 16 or local improvement district paying for the distribution system piping. <br /> At such time as a request is made for a building permit, the individual <br /> 17 making the application shall deposit with the Water Department, the sum <br /> of sixty dollars for a service connection of any size which has been <br /> 18 previously installed complete by a developer or local improvement <br /> district. Such sum shall be used to complete the necessary records and <br /> 19 accounting for the new service. If a service of a different size or type <br /> than that previously installed is needed, then the individual requiring the <br /> 20 new service will have to purchase the new service at the standard rate <br /> then charged by the Water Department." <br /> 21 <br /> 22 shall be amended to read hereafter as follows: <br /> 23 <br /> "At such time as the Water Department or developer is installing a section <br /> 24 of distribution system piping in a new plat or subdivision, the Water <br /> Department or developer shall, at the same time, install water service <br /> 25 piping from the main to each of the platted lots. It is the intent of this <br /> section to minimize the number of "open-cuts" required in a newly paved <br /> 26 street in order to provide water service to subsequently constructed <br /> homes. Similarly, for other developments requiring new mains, the <br /> 27 developer shall install the services at the time of main installation.
