1 additional funding. Said needed additional funding is available to the City through an <br /> 2 additional property tax levy pursuant to RCW 84.52.069, and the Mayor is authorized to <br /> 3 establish and operate emergency medical care and services including paramedic <br /> 4 services upon said voter approval. <br /> 5 SECTION 3: For the purposes of providing funds for said emergency medical <br /> 6 care and services there is hereby imposed an additional regular property tax levy in an <br /> 7 amount equal to a maximum of twenty-five cents ($.25) per thousand dollars ($1,000), <br /> 8 or less as determined by City Council, of the assessed value of property in the City <br /> 9 each year commencing January 1, 1983, and for six consecutive years thereafter in an <br /> 10 amount of a maximum of twenty-five cents ($.25) per thousand of assessed value of <br /> 11 property in the City or less as may be determined yearly by City Council or necessary <br /> 12 in accordance with constitutional and statutory limitations on property tax collections. <br /> 13 SECTION 4: After voter approval, the Mayor and City Treasurer are authorized <br /> 14 for and on behalf of the City to execute a promissory note or notes or warrant or <br /> 15 warrants providing for a loan or loans of funds from a bank or banks, or other lenders or <br /> 16 lending institutions, in a total amount not to exceed the amount of one year's tax levy <br /> 17 authorized herein and to bear interest at a rate or rates to be negotiated by the City <br /> 18 Treasurer, with the maturity dates of such note or notes or warrants to be no later than <br /> 19 three (3) years from the date of execution or issuance, and including, in the discretion <br /> 20 of the City Treasurer, provision for early repayment. Such warrants may be redeemed <br /> 21 from the General Fund, the emergency medical services tax levy or other money as may <br /> 22 be made available. Any and all funds derived from the levy herein, loans, contractual <br /> 23 services or other sources for emergency medical care and services shall be segregated <br /> 24 into an emergency medical care and services fund which may be drawn up on as <br /> 25 necessary to meet the expenses of emergency medical care and services. <br /> 26 SECTION 5: The City Council finds that an emergency exists requiring the <br /> 27 provision of emergency medical services as described in this ordinance and that as a <br /> 28 result of the existence of such an emergency, it is necessary to call a special election. <br /> 29 A special election is, therefore, called to be held in the City as provided by law on <br /> 30 April 6, 1982, at which there shall be submitted to the qualified voters of the City for <br /> 31 their approval or disapproval of the following proposition: <br /> 32 -2- <br />
