Give brief, complete description of your proposal, including the proposed uses and the <br /> size of the project and site. You do not need to repeat those <br /> answers on this page. <br /> The Port is proposing rail upgrades to maintain an existing rail corridor at the Port's marine <br /> terminal located adjacent to Port Gardner Bay in Everett, Washington. The Project will <br /> span the Port's South, Pacific, and Hewitt terminals as shown in the site plan in Attachment <br /> 2. The Project is necessary to improve the functionality and safety of the South <br /> Terminal Rail Spur (Track 104), by rehabilitating sections of track and extending the <br /> spur 100 lineal feet to the north. This allows Burlington Northern Santa Fe (BNSF) <br /> Railway easier ingress and egress to the Port of Everett's Marine Terminals. The <br /> improved siding track will be used primarily for storage of rail cars in order to not impede <br /> mainline rail movement. This allows for increasing the on-site storage from 46 cars to a <br /> total of 106 cars upon completion. This would provide the on-terminal rail storage <br /> capacity necessary to support enhanced rail operations and reduce congestion and <br /> delays on the mainline. The Project will increase the efficient, safe and reliable rail <br /> service into the marine terminals. The Project will be implemented in two phases and <br /> includes work in the upland portion of the marine terminal, including: <br /> Phase 1: Rehabilitating approximately 1,100 linear feet (LF) of the existing South Terminal <br /> track(track T-104) and extending the track approximately 100 LF to the northwest. The 100- <br /> LF track extension will be installed within the footprint of a track that was previously <br /> removed by the Port in 2013 for marine terminal maintenance work. Installing <br /> approximately 1,000 LF of new track and removing approximately 400 LF of existing track <br /> at the Hewitt Terminal track (track T-115).
