1 Section 21: RIGHT TO REFUSE EMPLOYMENT, CARRY MORE THAN ONE <br /> 2 FARE, AND REQUIRE ADVANCE FARE. Every driver of a taxicab shall have the <br /> 3 right to demand proof that the passenger has sufficient funds to pay his fare, but no <br /> 4 driver of a taxicab shall otherwise refuse or neglect to convey any orderly person or <br /> 5 persons upon request anywhere in the City unless previously engaged or unable to do so. <br /> 6 No driver of a taxicab shall carry any other person other than the passenger first <br /> 7 employing the taxicab without the consent of such passenger. <br /> 8 Section 22: FRAUD OR REFUSAL TO PAY FARE. It is unlawful for any <br /> 9 person to refuse to pay the legal fare of any of the vehicles mentioned in this chapter <br /> 10 after having hired the same, and it is unlawful for any person to hire any vehicle herein <br /> 11 defined with intent to defraud the person from whom it is hired of the value of such <br /> 12 service. <br /> 13 Section 23: CALL RECORD REQUIRED. Every vehicle for hire operator <br /> 14 shall keep at the location for which his operator's license is issued a chronological <br /> 15 record showing each call for for-hire vehicle service ordered or made and the name and <br /> 16 address of the person calling for the service, the name of the driver who responded <br /> 17 thereto, the number of the vehicle, the time and place of the origin and of the end of <br /> 18 each vehicle trip and the fee charged, and shall upon request of any person paying a <br /> 19 vehicle charge, furnish a receipt showing such information. Such records shall at all <br /> 20 reasonable times be open to the inspection of the City Clerk or Chief of Police or the <br /> 21 designee of either. <br /> 22 Any driver of a vehicle for hire employed to carry passengers to a definite point <br /> 23 shall make the most direct route possible that will carry the passengers safely and <br /> 24 expeditiously to their destination. <br /> 25 Section 24: CRUISING AND SOLICITING. No driver shall solicit, by word or <br /> 26 signal, patronage for any for-hire vehicle on any public street or public place other than <br /> 27 that designated or assigned as a taxicab stand; nor shall any driver of a taxicab cruise <br /> 28 the streets from place to place at random, without a fixed destination, soliciting <br /> 29 employment; provided, however, nothing herein shall prevent such taxicabs from <br /> 30 traveling outside the City limits pursuant to an established contract service agreement. <br /> 31 <br /> 32 -11- <br />
