• <br /> 1 misdemeanor related to the ability and fitness of the applicant to engage in the <br /> 2 operation of a for-hire vehicle, whether he has been previously licensed as a driver or <br /> 3 chauffeur and if so, when and where, whether such license has ever been suspended or <br /> 4 revoked and for what cause. Said application shall be signed and sworn to by the <br /> 5 applicant and filed with the City as a permanent record and shall contain the names and <br /> 6 addresses of four persons, not relatives, who have known the applicant for at least two <br /> 7 years last past. <br /> 8 Section 12: FINGERPRINTS AND PHOTOGRAPHS OF APPLICANTS. Every <br /> 9 applicant for a for-hire vehicle driver's license must submit to fingerprinting by the <br /> 10 Police Department and shall submit with his application, in duplicate, a full face <br /> 11 photograph of the applicant; said photographs to be of the size of one inch square. One <br /> 12 set of photographs shall become a part of the applicant's license, if issued and one set <br /> 13 shall be filed with the Police Department. <br /> 14 Section 13: ISSUANCE OF FOR-HIRE VEHICLE DRIVER'S LICENSE. The <br /> 15 Chief of Police or his designee shall review the applicant's request and application for a <br /> 16 for-hire vehicle driver's license and shall investigate the statements contained therein <br /> 17 and obtain such other information as he deems necessary concerning the applicant's <br /> 18 character, integrity, past conduct and general qualifications, as well as -show the <br /> 19 applicant's ability and skill as a driver of a for-hire vehicle and whether the applicant is <br /> 20 a suitable person to drive such for-hire vehicle. If the Chief of Police or his designee <br /> 21 determines that the for-hire vehicle driver's license should be issued or renewed, there <br /> 22 shall be issued to the applicant a license which shall be in such form as to contain the <br /> 23 photograph and signature of the licensee. For-hire vehicle driver's licenses shall be <br /> 24 issued for the calendar year. If the Chief of Police or his designee determines that a <br /> 25 for-hire vehicle driver's license should not be issued or renewed, he shall notify the <br /> 26 applicant and the City Clerk thereof in writing, setting forth the reasons for such <br /> 27 rejection. Any applicant whose for-hire vehicle driver's license is rejected may appeal <br /> 28 within ten working days of receipt of notice of rejection to the City Council, who may <br /> 29 exercise its discretion in granting or renewing such license. <br /> 30 <br /> 31 <br /> 32 -6- <br />
