• • • • Section 17: SEPA Public Information Center SEPA documents required by WAC 197-10 shall be retained by the Responsible Official and made available in accordance with Chapter 42.17RCW. Section 18: Fees for Actions Relating to Private Projects All fees required for processing of actions by the City in accordance with the provisions of this Ordinance shall be established by the Land Use Development Permit Fee Ordinance, Ordinance No. 701-80, or amendments thereto. Section 19: Substantive Authority to Deny or Condition an Action The City possesses, and may exercise where appropriate, the authority to deny or condition any action as defined in WAC 197-10-040 (2) so as to mitigate or prevent adverse environmental impacts. Section 20: Preparation of a Document Denying or Conditioning an Action The Responsible Official shall be required to prepare a written action denial document specifying adverse environmental impacts identified in the environmental documents prepared pursuant to Environmental Checklist Procedures (WAC 197-10-320, -330, and -340) and Environmental Impact Statement Procedures (WAC 197-10-440 through -695) when such adverse impacts provide a basis for the denial or conditioning of said action. Section 21: Environmental Review Committee A. There is hereby established, an Everett Environmental Review Committee with composiiton, duties and responsibilities as stated in this section. B. The Environmental Review Committee shall be composed of seven citizen members appointed by the Mayor and confirmed by the City Council. Four of these members shall be technically qualified in the fields of engineering, planning, environmental sciences (biology, zoology, geology, etc.), economics or other fields related to topics addressed by SEPA. Three members shall be from the public at large. Members shall be appointed and serve in accordance with Section 5.2 of the Everett City Charter. C. The powers and duties of the Environmental Review Committee shall be as follows: 1. Recommend to the Mayor necessary changes in the policies and procedures set forth herein and any additional means by which environmental considerations should be incorporated into public policy formulation; 2. Review all Draft and Final Environmental Impact Statements prepared by or for the City and advise the Responsible Official as to the adequacy of the statement in addressing the potential impacts of the proposed action;
