• <br /> • <br /> • <br /> • <br /> Section 17: SEPA Public Information Center <br /> SEPA documents required by WAC 197-10 shall be retained by the Responsible <br /> Official and made available in accordance with Chapter 42.17RCW. <br /> Section 18: Fees for Actions Relating to Private Projects <br /> All fees required for processing of actions by the City in accordance with the provisions <br /> of this Ordinance shall be established by the Land Use Development Permit Fee <br /> Ordinance, Ordinance No. 701-80, or amendments thereto. <br /> Section 19: Substantive Authority to Deny or Condition an Action <br /> The City possesses, and may exercise where appropriate, the authority to deny <br /> or condition any action as defined in WAC 197-10-040 (2) so as to mitigate or prevent <br /> adverse environmental impacts. <br /> Section 20: Preparation of a Document Denying or Conditioning an Action <br /> The Responsible Official shall be required to prepare a written action denial document <br /> specifying adverse environmental impacts identified in the environmental documents <br /> prepared pursuant to Environmental Checklist Procedures (WAC 197-10-320, -330, <br /> and -340) and Environmental Impact Statement Procedures (WAC 197-10-440 through <br /> -695) when such adverse impacts provide a basis for the denial or conditioning of <br /> said action. <br /> Section 21: Environmental Review Committee <br /> A. There is hereby established, an Everett Environmental Review Committee <br /> with composiiton, duties and responsibilities as stated in this section. <br /> B. The Environmental Review Committee shall be composed of seven citizen <br /> members appointed by the Mayor and confirmed by the City Council. <br /> Four of these members shall be technically qualified in the fields of <br /> engineering, planning, environmental sciences (biology, zoology, geology, <br /> etc.), economics or other fields related to topics addressed by SEPA. <br /> Three members shall be from the public at large. Members shall be appointed <br /> and serve in accordance with Section 5.2 of the Everett City Charter. <br /> C. The powers and duties of the Environmental Review Committee shall <br /> be as follows: <br /> 1. Recommend to the Mayor necessary changes in the policies and <br /> procedures set forth herein and any additional means by which <br /> environmental considerations should be incorporated into public <br /> policy formulation; <br /> 2. Review all Draft and Final Environmental Impact Statements prepared <br /> by or for the City and advise the Responsible Official as to the <br /> adequacy of the statement in addressing the potential impacts <br /> of the proposed action; <br />
