I ' operational and safety standpoints and only minor incidental Work, replacement of temporary substitute facilities, or minor correction or repair Work remains. Determination of Substantial Completion in whole or in part is solely at the discretion of the Owner. Supplemental agreements between Owner and Contractor, if any, subsequent to the Owner's execution of the Contract; 3. Addenda; 1 4. The Contract; 5. Specifications, including, but not limited to, these General Conditions and other numbered Sections; 6. Supplementary Conditions, if any; 7. Drawings; 8. Change Orders; 9. City of Everett standard plans in effect as of the date Bids are opened; ' 10. Instructions to Bidders; 11. Contractor's completed Bid Form; and ' 12. Certifications and affidavits as required by this Contract and by law. 1.3 General A. These parts complement each other in describing the complete Work. Any requirement in one part binds as if stated in all parts.
