• <br /> 1 should be especially protected or benefited by <br /> 2 the terms of this Code. <br /> 3 It is the specific intent of this Code to <br /> 4 place the obligation of complying with its <br /> 5 requirements upon the owner- of the buildings <br /> 6 within its scope, and no provision of nor term <br /> 7 used in this Code is intended to impose any <br /> 8 duty whatsoever upon the City or any of its <br /> 9 officers or employees, for whom the implemen- <br /> 10 tation or enforcement of this Code shall be <br /> 11 discretionary and not mandatory. <br /> 12 Nothing contained in this Code is intended <br /> 13 to be nor shall be construed to create or form <br /> 14 the basis for any liability on the part of the <br /> 15 City, or its officers , employees or agents, for <br /> 16 any injury or damage resulting from the failure <br /> 17 of a building to comply with the provisions of <br /> 18 this Code, or by reason or in consequence of <br /> 19 any inspection, notice, order, certificate, <br /> 20 permission or approval authorized or issued or <br /> 21 done in connection with the implementation or <br /> 22 enforcement of this Code, or by reason of any <br /> 23 action or inaction on the part of the City <br /> 24 related in any manner to the enforcement of <br /> 25 this Code by its officers , employees or agents . <br /> 26 Section 3 : Chapter 3 of the Uniform Housing Code, <br /> 27 1979 Edition as promulgated by the International Conference of <br /> 28 Building Officials is hereby amended by adding a new section <br /> 29 which reads as follows: <br /> 30 <br /> 31 <br /> 32 -2- <br />
