il <br /> 7. The applicant has failed to provide an adequate first aid or <br /> emergency medical services plan based on special event risk factors. <br /> 8. The special event will substantially interfere with residential or <br /> business access and traffic circulation in the same general venue that is not fully <br /> addressed by the proposed traffic control plan or otherwise authorized by the special <br /> event permit. <br /> 9. The special event venue includes right-of-way or city-owned <br /> property that has been part of another special event venue within seven(7) days of the <br /> proposed special event. <br /> Section 15: Appeals from denial or revocation of special event permit. <br /> A. If the City Clerk denies issuance of or revokes a special event permit,he <br /> or she shall notify the applicant in writing within five (5) business days of the decision. <br /> B. The denial or revocation of a special event permit may be appealed by <br /> providing written notice to the City Clerk within five (5) business days of the date of the <br /> city's written decision denying or revoking the special event permit. <br /> C. Parties to the appeal may submit documentation, testimony, or other <br /> evidence in support of its position. <br /> D. The Special Event Appeal Committee, consisting of at least three of the <br /> following; the Mayor or the Mayor's designee, Police Chief, Fire Chief, Director of <br /> Transportation Services, and the City Traffic Engineer, shall consider the appeal and <br /> issue a final written decision within five (5)business days of the City Clerk's receipt of <br /> the notice of appeal. <br /> E. Judicial review of any such final decision may be obtained through the <br /> filing of an appropriate action with a court of competent jurisdiction within thirty (30) <br /> days of issuance of the written decision. <br /> Section 16: Contents of special event permit. <br /> A. The city may condition the issuance of a special event permit by imposing <br /> reasonable requirements concerning the time,place and manner of the event, and such <br /> requirements as are necessary to protect the safety and rights of persons and property, the <br /> control of traffic and noise, and require compliance with Everett Municipal Code. A <br /> special event permit may include, but is not limited to, some or all of the following <br /> information or conditions: <br /> 1.
