E. Construction of a barn or similar agricultural structure on "wetlands"; <br /> F. Construction or modification of navigation aids, such as channel markers <br /> and anchor buoys; <br /> G. Construction on "wetlands" by an owner, lessee, or contract purchaser <br /> of a single-family residence for his own use or for the use of his/her <br /> family, which residence does not exceed a height of thirty-five feet above <br /> grade level; <br /> H. Construction of a dock, designed for pleasure craft only, for the private <br /> noncommercial use of the owners, lessee, or contract purchaser of a single <br /> family residence the cost of fair market value, whichever is lower, does <br /> not exceed two thousand five hundred dollars ($2,500); <br /> I. Other activities listed in WAC 173-14-040. <br /> Section 5: LETTER OF EXEMPTION: <br /> Whenever a development falls within the exemptions stated in Section C and <br /> the development is subject to a United States Corps of Engineers Section 10 <br /> permit under the River and Harbor Act of 1899, or a Section 404 permit under <br /> the Federal Water Pollution Control Act of 1972, the Planning Director shall <br /> prepare a letter addressed to the applicant and the Department of Ecology, <br /> exempting the development from the "Shoreline Permit" requirements of this <br /> chapter. This exemption letter shall be substantially as described in WAC <br /> 173-14-115. <br /> Section 6: PERMITS REQUIRED FOR SUBSTANTIAL DEVELOPMENT: <br /> A. No "development" shall be undertaken on the "shorelines of Everett" except <br /> those which are consistent with the goals, policies and use regulations <br /> of Everett's Shoreline "Master Program". <br /> B. No "substantial development" shall be undertaken on the "shorelines of <br /> Everett" without first obtaining a "Shoreline Permit" from the City. <br /> C. "Substantial Development" having an interrelated effect on both uplands <br /> and the "Shoreline of Everett must obtain a "shoreline permit". <br /> Section 7: CRITERIA FOR ISSUANCE OF A SHORELINE PERMIT: <br /> A. "Shoreline permits" shall be granted only when the "development" proposed <br /> is consistent with: <br /> 1. The policies and procedures of the Shoreline Act of 1971; <br /> 2.
