• <br /> 3. Everett's Shoreline Master Program; and <br /> 4. The State Environmental Policy Act. <br /> Section 7.5: EVERETT'S SHORELINE MASTER PROGRAM <br /> A. The City's master program, as required by section 6 of the "Act" shall <br /> be available for public inspection at the Planning Department. <br /> B. The Planning Department shall review the Master Program annually and <br /> submit a report to the Commission on the current year's permit activity <br /> and recommended changes to the Master Program. The Commission shall <br /> make a recommendation to the Council, with Council's actions conveyed <br /> to the Department of Ecology. <br /> C. The Planning Department may make application to the Department of <br /> Ecology or other appropriate agency for such funds as are deemed neces- <br /> sary for updating the Master Program. <br /> D. When necessary to achieve implementation of the Master Program, the <br /> Council may either alone or in concert with other governmental entities <br /> acquire land and easements within the City by purchase, lease, or gift. <br /> E. The Planning Department and Planning Commission shall review all ad- <br /> ministrative and management policies, regulations, plans and ordinances <br /> relative to lands in the City adjacent to the shorelines of the City and <br /> recommend appropriate action to the Council so as to achieve a use policy <br /> on said land consistent with the policy of this ordinance, the Shoreline <br /> Management Act of 1971, the guidelines, and the City's Master Program. <br /> F. Planning Commission shall receive from the Staff a report of Shoreline <br /> Permit activity occurring in the previous six months identifying the project, <br /> size and location. <br /> Section 8: APPLICATION SUBMITTAL: <br /> A. "Shoreline permit" applications shall be made to the Planning Department <br /> by the property owner, lessee, or contract purchaser, or by other person <br /> entitled to possession of the property or by an authorized agent. <br /> B. Filing fees and procedures shall be stipulated by the Land Use Develop- <br /> ment Permit Fee Ordinance. <br /> C. Applications for "Shoreline permit" shall be substantially in the form in- <br /> dicated by WAC 173-14-110, and supplied by the Planning Department. <br /> D.
