EXHIBIT A <br /> Scope of Work <br /> Product: A complete compilation of opportunities in a presentation format to improve <br /> operations will be compiled. <br /> TASK A4—DOCUMENT AND PRESENT FINDINGS <br /> The findings from the first three tasks will be compiled and documented by LAC and presented <br /> to the Committee on-site and other general staff for review and further discussion. Task A4 will <br /> result in an outline of potential improvement opportunities. <br /> This will include all basic management functions from work planning, organization, direction, <br /> and controlling and improving from both best business practices to an automation review of <br /> process, methods, resources, and technology. The findings will include an evaluation of all <br /> aspects of the Department including their strengths and weakness in relation to current <br /> operations. Opportunities to improve operations from process, consolidation,restructure, and <br /> organization will be outlined. <br /> LAC will present initial findings in a meeting to all the Department employees for their input in <br /> a series of six meetings. After that presentation,the information will be assembled into a <br /> working paper, and then submitted to the Committee for their comments. <br /> City assistance: Advise staff and optimize scheduling committee and employees for presentation <br /> of findings. Request employee review of findings working paper and collect and compile and <br /> send to LAC. <br /> Product: Working paper that documents the findings (20-40 pages). <br /> TASK A5—PREPARE DRAFT REPORT RECOMMENDATIONS <br /> After the presentation in Task A4, a compilation of the comments from the baseline and findings <br /> will be assembled and submitted in a draft report to the Committee for their final comments and <br /> feedback. The draft report will also include recommendations for improvement that can be <br /> implemented. <br /> Input and counsel from the review Committee and all field staff will be encouraged during the <br /> recommendations presentation to assist LAC in further refining the recommended solutions. <br /> City assistance: Advise staff and optimize scheduling committee and employees for presentation <br /> of recommendations. Request staff to review and then compile all comments of draft report and <br /> send to LAC. <br /> Product: Draft report will be compiled and submitted that outlines the effort to improve <br /> the Department operations. <br /> TASK A6—DOCUMENT FINAL REPORT <br /> The project's recommendations will be finalized in a report after input from the Committee and <br /> key management staff. During this task, LAC will make a series of presentations of the findings <br /> and recommendations. <br /> The final report will include explicit recommendations that will allow the Department to be more <br /> effective and efficient with a new CMMS and Asset Management Program.
