The Mayor and/or his designee together with each Department Head <br /> employing day laborers shall establish the rate of pay; therefore, within the <br /> 2 minimum and maximum rate based on the qualifications, experience and <br /> background of each day laborer employee. <br /> 3 D. In the case of Library day laborer employees, the Library Board together <br /> 4 with the Library Director shall establish the rate of pay; therefore, within <br /> the minimum of the current federal minimum wage and a maximum rate of <br /> 5 $5.00 per hour based on the qualifications, experience and background of <br /> each day laborer employee. <br /> 6 Section 5: <br /> 7 A. There is hereby adopted as part of this salary schedule, longevity pay for <br /> those employees who are covered under AFSCME, Local 113, Everett <br /> 8 Firefighters, Local 350, Everett Police Officers Association, and the <br /> Snohomish County Building and Construction Trades Council per their <br /> 9 respective collective bargaining agreements. <br /> 10 B. Longevity pay shall not be paid to appointive employees, public officials, <br /> members of the Amalgamated Transit Union,Local 883, part-time <br /> 11 employees or day laborers. <br /> 12 Section 6: <br /> 13 A. There is hereby adopted as part of this salary ordinance an educational <br /> incentive plan for commissioned police officers. Such officers, upon <br /> 14 becoming eligible, may choose to participate in either the longevity plan or <br /> the educational incentive plan; however, in no case shall any officer be <br /> 15 eligible to participate concurrently in both plans. The educational <br /> incentive plan payment schedule is set forth in the prevailing collective <br /> 16 bargaining agreement. <br /> 17 Section 7: <br /> 18 A. Bus Operators who are requested by their supervisors to act as Bus <br /> Operator Trainers shall be paid $1.50 per hour premium pay in addition to <br /> 19 their regular hourly rate. <br /> 20 Section 8: <br /> 21 A. Non-appointive employees receiving promotions will advance to the same <br /> step in the higher classification pay range or shall be assured of a minimum <br /> 22 increase equal to one step in the employee's previous classification. <br /> 23 Section 9: <br /> 24 A. Upon demotion, an employee shall be paid either at the step in the lower <br /> pay range which is the amount equal to the step he had been at in the <br /> 25 higher classification or at the highest step of the lower classification if all <br /> of the steps of the lower range are below the step the employee has been at <br /> 26 in the higher classification. <br /> 27 Section 10: <br /> 28 A. All employees, except those who are members of the Amalgamated Transit <br /> Union, Local 883, who are paid on an hourly basis as hereinafter or herein <br /> 29 set forth shall be considered and be day laborers as defined by the City <br /> Charter governing civil service. <br /> 30 <br /> 31 <br /> 32 <br />
