PARK POLICY GOVERNING TREES ON PUBLIC LAND <br /> Page -2- <br /> • <br /> 2.1 VIEW TRIMMING <br /> I. It shall be the responsibility of the EPRD to trim trees for the purpose <br /> of maintaining or creating view property for use by the general public. <br /> Maintenance of the existing view from Legion, Grand Avenue and <br /> Harborview Parks is the main goal of this responsibility. <br /> 2. View trimming for the purpose of maintaining or establishing view <br /> property for private use, whether on public property or public right of <br /> way, will not be performed by the EPRD. <br /> 3. View trimming for private benefit on public property or public right of <br /> • <br /> way shall be performed to accepted arborcultural techniques by a <br /> licensed and bonded tree professional. All exceptions will be handled <br /> by the EPRD on a case-by-case basis. <br /> 2.2 TRAFFIC AND OBSTRUCTION <br /> I. It is the responsibility of the EPRD to work in conjunction with the <br /> Traffic Engineering Department to remove all vehicular and <br /> pedestrian sight obstructions as well as maintaining a clear sight <br /> distance to all traffic control devices. <br /> 2. This sub-section is not to be construed as a catch-all for trimming <br /> private party problems. <br /> 2.3 GUIDELINES FOR APPROVAL OF PERMIT APPLICATION <br /> I. The involvement of the EPRD in the street permit process will be <br /> overtoned with concern for the welfare and economic interests of the <br /> citizenry of the city of Everett. <br /> 2. Inspection of planting site and consultation with other City <br /> departments over their concerns (ie. Public Utilities, Traffic <br /> Engineering, and Street Right of Way) will be performed by the Tree <br /> Specialist, Horticulturist, or other qualified designee of the EPRD <br /> Director. <br /> 3. Location and selection of tree species to be placed at any permit <br /> application site will be governed by the mature size of species. <br /> I . Obstruction free traffic control devices and vehicular/pedestrian sight <br /> distance is of primary concern in selection of species. No species will <br /> be allowed in restricted environment where mature size will cause <br /> removal or high maintenance costs. <br /> • <br /> 5. Vehicular clearance to all alleys, driveways, parking areas, must be <br /> planned for in location and selection of species to be planted. <br /> Clearance for semi trucks must be considered in truck route areas. <br /> Adopted by Parks & Recreation Board <br /> November 27, 1979 <br />
