34.040 Off-Street Parking Requirements,General Provisions <br /> A. Off-street parking calculations where uses not specified <br /> If the proposed use is not shown in Table 34-1,the planning director, in consultation with the city engineer,may <br /> use one of the following options to determine requirement for off-street parking: <br /> 1) Where a use is similar in nature and off-street parking demand to the proposed use,the minimum parking <br /> spaces for that similar use may be used. <br /> 2) Where there is not any use that is similar in nature,the following minimum off-street parking <br /> requirements will be used: <br /> a) Non-residential uses: 1 parking space per 500 square feet of gross floor area. <br /> b) Residential uses: 1 parking space per 1,000 square feet of gross floor area. <br /> B. Off-street parking calculations on sites with combination of uses <br /> The requirement for different uses on the same site,or a combination of uses within one building or tenant space, <br /> shall be the sum of all requirements for the individual uses reduced by any applicable joint or shared parking <br /> provisions.See Section 34.060(B)for reductions for mixed-use projects. <br /> C. What can be considered as off-street parking <br /> Off-street parking spaces may include spaces in garages,carports, parking lots,and/or driveways if vehicles are not <br /> parked in a vehicle travel lane or a required front setback, provided that for single family detached dwelling, <br /> duplexes and accessory dwelling units(ADUs),off-street parking is allowed in the front setback on a driveway that <br /> meets the standards of this title.Off-street parking for electric vehicles may be included in parking required by this <br /> chapter. Refer to the International Building Code for requirements on electric vehicle charging infrastructure. <br /> D. Off-street parking must be maintained <br /> Off-street parking spaces must be retained in the amount required at the time of development approval,except <br /> that existing off-street parking,which exceeds current requirements, may be removed if the quantity of parking is <br /> not reduced below the current requirements for use on the site,or through shared parking agreements,if any. <br /> E. How fractions are addressed <br /> If the formula for determining the number of off-street parking spaces results in a fraction,the number of off- <br /> street parking spaces shall be rounded to the nearest whole number with fractions of 0.50 or greater rounding up <br /> and fractions below 0.50 rounding down. <br /> 34.050 Exceptions to Off-Street Parking Space Requirements <br /> A. Non-residential parking in Metro Everett <br /> To reduce reliance on single-occupant vehicles in Metro Everett,two off-street parking areas are set forth in Map <br /> 34-1. Non-residential development within these areas have reduced off-street requirements as follows(see <br /> Section 34.025 for multifamily parking reductions): <br /> 1) Parking Area A <br /> a) Non-residential uses are not required to provide off-street parking,with the exception of government <br /> offices,which shall either meet the requirement for off-street parking for government,or provide a <br /> parking management study and plan for approval of the planning director and city engineer. <br /> b) Any development not required to provide off-street parking may be required to install bicycle <br /> facilities as set forth in Section 34.030. <br /> c) Any non-residential development with five thousand(5,000)square feet of gross floor area or more, <br /> and which does not provide off-street parking based on the standards in Table 34-1,will be required <br /> Exhibit 1,Chapter 34-Parking 8 8/29/18 <br />
