City reviews comments and directs consultant in preparation <br /> of changes and additions to Draft EIS and responses to comments. <br /> 11. Consultant types, binds and prints Final EIS. <br /> 12. City circulates Final EIS. <br /> Section 11. - Additional Elements of the Environment for EIS Purposes <br /> The following additional elements are part of the environment for the purpose <br /> of EIS content, but do not add to the criteria for threshold determinations <br /> or perform any other function or purpose under these rules: <br /> A. Economic factors, including employment, public and private investment, <br /> property values, and taxation where appropriate. <br /> B. Ascertainable regional, city and neighborhood goals, standards <br /> and policies. <br /> Any of the above elements of the environment or aspects thereof which are <br /> not relevant to or will not be significantly affected by the proposal need <br /> only be mentioned generally or not at all in the EIS. The level of detail <br /> used in discussing these elements should be proportionate to the impacts <br /> of these elements if the proposal is approved. <br /> Section 12. - Public Awareness of Availability of Draft EIS <br /> The Responsible Official shall inform the public of the availability of <br /> the Draft EIS and of the procedures for requesting a public hearing by <br /> publishing notice in a newspaper of general circulation and by mailing <br /> the notice to all persons who have made timely written request of the City <br /> for such notice. <br /> Section 13. - Designation of Official to Perform Consulted <br /> Agency Responsibilities for the City <br /> A. The Responsible Official shall be responsible for the preparation <br /> of the written comments for the City in response to a consultation <br /> request prior to a threshold determination, participation in predraft <br /> consultation, or reviewing a Draft EIS. <br /> B. The Responsible Official shall be responsible for compliance <br /> by the City with WAC 197-10-500 through -540 whenever the City <br /> is a consulted agency, and is hereby authorized to develop operating <br /> procedures which will ensure that responses of consultation requests <br /> are prepared in a timely fashion and include data from all appropriate <br /> departments of the City. <br /> -17_ <br />
