• <br /> • <br /> • <br /> Section 18. - Environmental Review Committee <br /> A. There is hereby established, an Everett Environmental Review Committee <br /> with composition, duties and responsibilities as stated in this <br /> section. <br /> B. The Environmental Review Committee shall be composed of six citizen <br /> members appointed by the Mayor and confirmed by the City Council. <br /> Four of these members shall be technically qualified in the fields <br /> of engineering, planning, environmental sciences (biology, zoology, <br /> geology, etc.) , economics or other fields related to topics addressed <br /> by SEPA. Two members shall be from the public at large. Members <br /> shall be appointed and serve in accordance with Section 5.2 of <br /> the Everett City Charter. <br /> C. The powers and duties of the Environmental Review Committee shall <br /> be as follows: <br /> 1. Recommend to the Mayor necessary changes in the policies and <br /> procedures set forth herein and any additional means by which <br /> environmental considerations should be incorporated into public <br /> policy formulation; <br /> 2. Review all Draft and Final Environmental Impact Statements <br /> prepared by or for the City and advise the Responsible Official <br /> as to the adequacy of the statement in addressing the potential <br /> impacts of the proposed action; <br /> 3. Recommend to the Planning Commission or the City Council actions <br /> pursuant to publication of a Final Environmental Impact Statement. <br /> 4. Review the City's SEPA Ordinance and advise as to adequacy <br /> and compliance with SEPA Guidelines and recommend to the Mayor <br /> necessary changes and/or amendments to the Ordinance. <br /> 5. Hear appeals of determination of action, determination of <br /> major or minor action, threshold determination, adequacy of <br /> Final EIS, and action pursuant to the Final EIS including <br /> denial or conditioning of action on the basis of specific <br /> adverse environmental impacts, and make recommendations to <br /> the City Council, who shall take final action. <br /> 6. Advise the Mayor of any unresolved issues regarding the environ- <br /> mental effects of a proposed action which are not mitigated <br /> through the review process. <br /> 7. Give such other assistance to the Mayor and City Council as <br /> requested to fulfill the City's SEPA obligations. <br /> Section 19. - Appeal Procedures <br /> A. The following City determinations and actions shall be subject <br /> to review on appeal to the Environmental Review Committee which <br /> will make recommendations to the City Council for final determination <br /> in each appeal. <br /> 1. A determination whether or not a project or proposal is an <br /> "action". <br /> -19- <br />
