1 operating condition at all times, and they shall be located in an accessible <br /> 2 place on each tow truck; <br /> 3 9. With two snatch blocks or their equivalent; <br /> 4 10. With the equipment necessary to haul the vehicles not <br /> 5 towable. Such equipment may include, but is not limited to, portable <br /> 6 dollies; <br /> 7 11. With two pinch bars; <br /> 8 12. With a two-way radio having the ability to communicate <br /> 9 with a base station from within his assigned zone. <br /> 10 13. With portable lights for vehicle being towed including, but <br /> 11 not limited to, taillights, stoplights, and directional signals. <br /> 12 C. In addition to the foregoing requirements: <br /> 13 1. The interiors of the tow trucks will be reasonably clean; <br /> 14 2. Tow truck drivers will clean accident/incident scenes of all <br /> 15 glass and debris; <br /> 16 3. All equipment used in conjunction with the tow truck must <br /> 17 be commensurate with the manufacturer's basic boom rating. <br /> 18 2. In addition to the equipment requirements of this section, "Class A" <br /> 19 licensees shall observe the following practices and procedures: <br /> 20 A. When called by the Everett Police Department or Dispatcher, the tow <br /> 21 truck operator will dispatch a tow truck within five minutes during normal business <br /> 22 hours and within ten minutes at any other time. <br /> 23 B. The tow truck that is dispatched will arrive at the stated location within a <br /> 24 reasonable time considering distance and traffic conditions. <br /> 25 C. Tow truck dispatched, at the request of the Everett Police Department, <br /> 26 after normal business hours, will be on the move within ten minutes after receiving the <br /> 27 call. <br /> 28 1. If for any reason a tow operator is unable to dispatch a tow <br /> 29 truck within the stated time, the operator shall so advise the Police <br /> 30 Department Dispatcher.
