1 scene within a reasonable time, the Police Department will contact <br /> 2 another tow business to perform the necessary services. <br /> 3 2. A tow operator, on rotation, that is unable to dispatch <br /> 4 within the stated time will forfeit its turn and be placed at the bottom of <br /> 5 the rotation list as if he had responded. <br /> 6 3. Consistent refusal or failure of a "Class A" licensee to <br /> 7 respond to calls from the Everett Police Department for towing services <br /> 8 may result in the suspension or revocation from the list of "Class A" <br /> 9 licensees used for police requested towing services. <br /> 10 4. Unreasonable delays in arrival shall be duly recorded by <br /> 11 officers and may be reason for deletion from the list of "Class A" <br /> 12 licensees used for police requested towing services. <br /> 13 D. The tow operator will advise the Police Department when he receives a <br /> 14 private call for a tow and the circumstances indicate that the tow is for a vehicle which <br /> 15 has been involved in an accident or other such incident on the public roadway. The tow <br /> 16 operator also will advise the Police Department of all accidents or incidents on private <br /> 17 property resulting in bodily injury or death when the operator has received a private call <br /> 18 for a tow at such an accident or incident. <br /> 19 E. The tow operator will notify the Police Department before moving any <br /> 20 vehicle involved in an accident or incident on a public highway as defined in the Motor <br /> 21 Vehicle Code, Chapter 46 RCW, or where it appears that the driver of the vehicle to be <br /> 22 moved is under the influence of intoxicants or drugs or is otherwise incapacitated. <br /> 23 F. When the Police Department is in charge of an accident scene or other <br /> 24 such incident, a tow operator shall not respond to such scene unless his services have <br /> 25 been specifically requested by the Police Department or the driver/owner of their <br /> 26 agent. <br /> 27 G. The tow operator shall be available twenty-four hours a day for the <br /> 28 purpose of receiving calls and releasing vehicles. Business hours will be posted <br /> 29 conspicuously at the operator's place of business so they can be seen during business <br /> 30 hours and nonbusiness hours.
