• <br /> (a) Grading permit <br /> (b) Substantial development permit required under RCW 90.58 <br /> (Shoreline Management Act) <br /> (c) Subdivision approval <br /> • <br /> (d) Short subdivision approval <br /> (e) Rezones <br /> (f) Special property use permits (Except where there is no <br /> change in developmental coverage.) <br /> 8 (g) Construction permits where the permit relates to 4000 ft2 or <br /> more of building coverage or 5000 or more square feet of <br /> 9 developmental coverage within the subject property; or all <br /> building permits for development in critical flood drainage or <br /> 10 erosion areas as determined by the City Engineer. <br /> 11 (h) Planned residential development <br /> 12 (2) No construction permit(s) shall be issued under any of the above <br /> 13 actions until such time as final approval of the drainage plan is obtained <br /> 14 in accordance with Section 7 of this Chapter. <br /> 15 (3) The same plan submitted during one permit/approval process may be <br /> 16 subsequently submitted with further required applications. The plan shall <br /> 17 be supplemented with such additional information that is required by the <br /> 18 City Engineer and/or required by the provisions of the Procedures Manual. <br /> 19 (4) The plan requirement established in this section will apply except <br /> 20 when the Developer demonstrates to the satisfaction of the City Engineer <br /> 21 that the proposed activity or development: <br /> 22 (a) Will neither seriously nor adversely impact the water quality <br /> conditions of any affected receiving bodies of water, and <br /> 23 <br /> (b) Will not alter the surface discharge location, alter the <br /> 24 drainage pattern on adjoining properties, alter drainage <br /> patterns, increase the peak discharge, nor cause any other <br /> 25 adverse effects in the drainage area, and <br /> 26 (c) Will not alter the subsurface drainage patterns, flowrates, <br /> and discharge points, nor result in any significant adverse <br /> 27 effects to property or residents. <br /> 28 Section 4: Contents of a Drainage Plan <br /> 29 (1) All developers applying for any of the permits and/or approvals <br /> 30 contained in Section 3 of this Chapter shall provide a drainage plan for <br /> 31 surface and pertinent subsurface water flows entering, flowing within, and <br /> 32 leaving the subject property both during and after construction.
