• <br /> • <br /> 1 (c) Retention/detention facilities must be provided in order to <br /> maintain surface water discharge rates at or below the existing <br /> 2 design storm peak discharge as specified in the Comprehensive <br /> Drainage Plan; and <br /> 3 <br /> (d) Where open channel construction is used to handle drainage <br /> 4 within the subject property, a minimum of fifteen (15) feet <br /> will be provided between any structures and the top of the bank <br /> 5 of the defined channel. <br /> 6 (1) In open channel work the water surface elevation will be <br /> indicated on the plan and profile drawings. The configuration <br /> 7 of the finished grades constituting the banks of the open <br /> channel will also be shown on the drawings. <br /> 8 <br /> (2) Proposed dross section of the channel will be shown <br /> 9 with stable side slopes as approved by the City Engineer. <br /> 10 (3) The water surface elevation of the maximum flow for <br /> the design storm will be indicated on the cross section. <br /> 11 <br /> (2) To the extent possible as determined by the City Engineer, <br /> 12 <br /> I: approved measures for controlling runoff during construction should comply <br /> 13 <br /> with the above provisions. <br /> 14 <br /> (3) Adequate measures as outlined and/or referred to in the <br /> 15 <br /> Procedure Manual shall be taken for controlling erosion during and <br /> 16 <br /> after construction. <br /> 17 <br /> (4) Variances from the requirements of Section 5(1) may be per- <br /> 18 <br /> mitted only after evaluation by the City Engineer of data supplied by the <br /> 19 <br /> developer and a determination using the comprehensive drainage plans, and <br /> 20 <br /> by employing the following criteria: <br /> 21 <br /> (a) Sufficient capacity under design conditions of <br /> 22 downstream facilities; <br /> 23 (b) Maintenance of the integrity of the receiving waters; <br /> 24 (c) Possibility of adverse effects of retention/detention; <br /> 25 (d) Utility of regional retention/detention facilities; <br /> 26 (e) Capability of maintenance of the system; and <br /> 27 (f) Structural integrity of abutting foundations and <br /> structures. <br /> 28 <br /> Requests for variances shall be filed in writing with the City <br /> 29 <br /> Engineer and shall adequately detail the basis for granting an exemption. <br /> 30 <br /> 31 <br /> 32 <br />
