To determine and designate intersections where particular hazards exist upon other than arterial streets and to determine: 1. Whether vehicles shall stop at one or more entrances to any such intersection in which event he shall cause to be erected a stop sign at every such place where a stop is required; or 2. Whether vehicles shall yield the right of way to vehicles on a different street in which event he shall cause to be erected a yield sign at every place where obedience thereto is required; To authorize the installation and maintenance of traffic control signs, signals, paint lines, markings, chan- nelization, and other devices when and as required under the traffic ordinances of this City to make effective the provisions of said ordinances, and to authorize the installation and maintenance of such additional traffic control devices as he may deem necessary to regulate traffic under the traffic ordinances of this City or under state law, or to guide or warn traffic. To regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner; To issue permits for the operation of all heavy and wide equipment through the streets of the City; To determine and designate places not exceeding 100 feet in length in which the stopping, standing, or parking of vehicles would in his opinion create an especially hazardous condition or would cause unusual delay to traffic; To establish safety zones of such kind and character and at such places as he may deem necessary for protection of pedestrians; To establish marked crosswalks where deemed necessary to protect pedestrians; To establish school crossings at locations in the vicinity of schools where routes to be followed by school children have been selected by proper authority; To determine and designate those intersections at which right or left turns shall be restricted during certain hours of the day or prohibited at all times. To establish danger zones; To determine the location of and establish loading zones where practicable, when upon investigation it appears that there are no alley entrances or other similar means of approach to buildings or property and that congested traffic conditions require such zones for the purpose of loading or unloading commercial or noncommercial vehicles of merchandise or passengers within the block in which the zones may be established, and in each case to fix the hours during which such zones shall be maintained open for the purpose for which the same are intended;
